On December 7, 2005, H.E. Ambassador Li Jinjun paid a courtesy call on Honorable Jose de Venecia Jr., Speaker of the House of Representatives of the Philippines. They spoke highly of China-Philippines relations, and had thorough discussion on Northrail Project, mining and energy cooperation. Both agreed to make concerted efforts to start the construction of Northrail as soon as possible for the benefit of the Filipinos and build it as a new symbol of Sino-Philippine friendship.

Philippine Trade and Industry secretary Peter Favila, National security adviser Norberto Gonzales, North Luzon Railways Corp. (NLPC) President Jose Cortes and some Chinese embassy officials were present during the call.
