| China IV Stage Vehicle Exhaust Emission Standard to be Introduced in Beijing |

| No. (07) PG-352 The Embassy of the People's Republic of China presents its compliments to the Department of Foreign Affairs of the Republic of the Philippines, and has the honor to inform the latter of the following: To improve air quality, China IV Stage Vehicle Exhaust Emission Standard (which equals Euro 4 Standard) covering new vehicles will be introduced in Beijing in early 2008. After the new standard goes into effect, the Beijing Traffic Management Bureau will not accept applications for registration for vehicles that fail to meet the new standard. According to related regulations, diesel vehicles will not be registered in Beijing. The Department of Foreign Affairs is advised to notify its personnel to be posted in Beijing that they should ensure that their gasoline vehicles brought into China after 1 January 2008 meet Euro 4 Standard for exhaust emission. Information on the exact time when the new standard goes into effect and other related matters may be found on the website of the Beijing Environmental Protection Bureau (www. bjepb.gov.cn). The Embassy of the People's Republic of China avails itself of this opportunity to renew to the Department of Foreign Affairs of the Republic of the Philippines the assurances of its highest consideration.
