President Hu Jintao Holds Talks with Brazilian President Lula

On November 12, 2004, President Hu Jintao held productive talks with his Brazilian counterpart Lula on a wide range of topics. The two sides agreed to make joint efforts to promote China-Brazil relationship towards long-term, steady and continuous development. Prior to the talks, President Lula held a grand welcoming ceremony for Hu Jintao at the square before the Presidential Palace. Hu Jintao reviewed the honor guards of the Brazilian army. The military band played the national anthems of the two countries with 21 salutes lingering in the sky. During following talks, Lula said that the Brazilian people warmly welcome Hu's visit to Brazil. This is an important milestone in bilateral relations. He indicated that the recent years have witnessed a rapid growth in Brazil-China friendly relations. Remarkable results have been achieved in such fields as politics, economy and trade, culture and international affairs. Brazil wishes to continuously expand and deepen bilateral strategic partnership. Lula also reiterated that Brazil will firmly adhere to the one-China policy. Hu highly appraised the all-round development of bilateral relations since the two countries established diplomatic ties 30 years ago as well as the fruitful cooperation between the two sides in various fields. He said Brazil is the first developing country to establish strategic partnership with China, the largest trade partner for China in Latin America and the first developing country to conduct new and high-tech cooperation (in satellite, for instance) with China. These "firsts" are of historical significance to bilateral ties. He also expressed appreciations to the Brazilian government for its long-term adherence to the just stance of one-China. Hu said currently the world situation is undergoing complicated and profound changes and the gap between the north and south is ever widening. To strengthen south-south cooperation is an important means for us to respond to challenges jointly. As China and Brazil are committed to a long-term task of self-development, both countries favor a new international political and economic order to be established on a fair and reasonable footing. The two countries enjoy extensive mutual interests in international affairs. We propose: 1) to maintain high-level exchange of visits and consolidate consultations and exchanges; 2) to further tap potential and expand bilateral reciprocal cooperation; 3) to enhance coordination in international organizations like the United Nations and the World Trade Organization in order to jointly safeguard the legitimate rights of developing countries and promote common development; 4) to encourage exchanges of personnel, boost exchange and communication in culture and education and between all walks of life so as to enhance friendship, mutual trust and cooperation. Lula fully agreed with Hu's proposals. Following the talks, Hu and Lula attended the signing ceremony of a series of cooperation documents in a number of areas, which mainly include China-Brazil Agreement on Extradition, Agreement on the Cooperation in Jointly Combating Organized Crimes, the Protocol to the Framework Agreement on Cooperation in Peaceful Utilization of Outer Space Science and Technology, Memorandum of Understanding on Industrial Cooperation, Protocol on Quarantine and Sanitary Conditions as well as Memorandum of Understanding on Chinese Tourist Groups to Brazil. China and Brazil also signed Memorandum of Understanding on the Cooperation in Trade and Investment, proposing to further improve and promote cooperation in trade and investment. Brazil recognized China's market economic status. In a joint press conference, both heads of state highly appraised the rapid development of China-Brazil relations and the positive achievements of the talks. Hu expressed appreciations to the Brazilian government for recognizing China's market economic status, noting that this act fully proves the implications of bilateral strategic partnership and will definitely strengthen and expand bilateral cooperation in trade and investment. He stressed that practice proves that relations based on equality and mutual benefits are conducive to the common interest of both sides. He indicated his deep conviction that with concerted efforts China-Brazil strategic partnership will be even more robust tomorrow.
