China Conducts Consultation with the ROK on the Second Round of Six-Party Talks in Beijing

On February 14th 2004, Vice Minister for Foreign Affairs Wang Yi met in Seoul with ROK Minister for Foreign Affairs and Trade Ban Ki-moon, Deputy Foreign Ministers Choi Young-jin and Lee Soo-hyuck, National Security Adviser for the President Kwan Chin-ho respectively. The two sides exchanged views on issues related to the second round of six-party talks in an in-depth manner. Wang Yi said that the second round of talks would launch discussions on substantive issues, which significantly signals that the process of the peace talks has been advanced. After a period of close consultations among the parties, we have now the conditions and basis for discussions on substantive issues. We hope the parties of the talks can show flexibility to each other, gradually bridge differences and expand consensus so as to identify concrete objectives for the solution of Korean Peninsula nuclear issue, and make a significant step towards the goal. The ROK side thought highly of the outstanding efforts made by China for the negotiation and was willing to closely coordinate and cooperate with China and relevant parties in a bid to help the talks produce visible results. The two sides call on relevant parties to be more proactive, more pragmatic and more constructive in preparing for the meeting with a view to pushing forward the peace talks. The two sides also wished that no party would take any words or deeds that may provoke another party so as to create a good atmosphere for the second round of talks.
