President Jiang Zemin Met With Kazakh President Nazarbayev

On the morning of June 5, 2002, President Jiang Zemin met with his Kazakh counterpart, Nursultan Nazarbayev in Almaty. The two sides held friendly talks.

First, Jiang congratulated Nazarbayev on the successful holding of the summit meeting of the Conference on Interaction and Confidence Building Measures in Asia (CICA). He indicated that the CICA, initiated and promoted by Nazarbayev, reflects the Kazakh government's political ideal and passion to advance regional peace and security in Asia. He noted that as a member state of the CICA and a neighboring country of Kazakhstan, China has taken an active part in all activities of the process from the very beginning and made constructive efforts for its development. He pledged that China will continue its due efforts in this aspect.

Referring to Sino-Kazakh ties, Jiang said that the relations have developed rapidly in recent years. Last month the two countries signed a demarcation agreement, which marks the final settlement of the border issues between China and Kazakhstan. Jiang said that among members of the Commonwealth of Independent States (CIS), Kazakhstan is the first to have settled boundary issues with China, a right decision made by the two peoples proceeding from the fundamental interests of both and a view towards future. This has also reflected profound mutual trust and laid a sound foundation for the development of good-neighborly and friendly relations between the two countries. The Chinese side highly evaluates Nazarbayev's consistent dedication to the development of China-Kazakh relations, believing that the relations will further improve under the concerted efforts of both sides.

On the situation in Central Asia and the Shanghai Cooperation Organization (SCO), Jiang said that the situation in the region has changed to some extent after the September 11 incident in the United States. Nevertheless, the affairs in Central Asia should be handled by countries in the region themselves in the end. China and Kazakhstan have the similar stands and share many common interests in maintaining peace and promoting the development of the region of Central Asia. President Jiang said that the founding of the Shanghai Cooperation Organization (SCO) is a major strategic decision made on a correct assessment of the situation. It has vitality in that it conforms to the practical needs of the region, the interests of the SCO member countries, and the trend of development of history.

Nazarbayev said that an SCO coordinators' meeting held in Almaty a few days ago reached an agreement on a draft document to be signed in the upcoming St. Petersburg summit, which has provided important guarantee for the success of the summit and received Nazarbayev's high evaluation. He said that Kazakhstan is willing to make concerted efforts with other SCO member states to make the summit a complete success.

Referring to the CICA summit, Nazarbayev expressed his thanks to President Jiang for his presence at the meeting. He said that Jiang's presence has enhanced the reputation of CICA and the development of CICA in the days to come depends on such major countries as China, Russia and India. He also said that although the summit has failed to discuss specific issues, it is of significance as it has brought the countries with profound contradictions such as India and Pakistan to sit at the same table.

Nazarbayev said that in the past 10 years, the Kazakhstan-China relations have developed smoothly and made great achievements. The two sides have thoroughly settled the border issues left over by history, which enables the borders between the two countries a tie of mutual trust. Kazakhstan-China economic and trade relation has grown rapidly and cooperation in security and national defense has become closer between the two countries. Nazarbayev expressed satisfaction over the achievements of the development of the bilateral relations and thanked the Chinese side for its friendship and vigorous support. Nazarbayev reiterated that his country firmly supports China on the Taiwan issue, opposes any form of separatism and wishes to carry out cooperation in the above-mentioned fields.
