President Jiang Zemin Met with Presidents of Tajikistan, Kazakhstan, Kyrgyzstan and Uzbekistan

On the afternoon of June 7, 2002, President Jiang Zemin, who had just attended the St. Petersburg summit of Shanghai Cooperation Organization (SCO), met with Tajikistani President Emomali Rakhmonov, Kazakh President Nursultan Nazarbayev, Kyrgyz President Askar Akayev and Uzbekistan President Islam Karimov in succession at the hotel where he stayed. Jiang held warm and friendly talks with them.
Jiang said to Rakhmonov that his visit to China 20 days ago is a historic visit, bearing important meaning to summarizing the one-decade developing path of the bilateral relations between China and Tajikistan and renew the bilateral relations in the new century. The Joint Statement issued by both sides during the visit is a document to guide the bilateral relations and will help intensify the good-neighborly, friendly and mutually beneficial coorperative relations, enabling the two countries to remain good neighbors , good friends and good partners permanently. Rakhnomov said that his recent visit to China has recorded a satisfactory success. The documents signed during this visit have solved the border issues left by history and created a vast prospect for the overall development of the Tajikistan-China relations. The Tajikistani side holds a fairly positive and open attitude towards the strengthening of Tajikistan-China trade and economic coorperation, holding that there is much to do in the fields of infrastructure such as transportation and energy. The two sides also exchanged opinions on the current situation in Afghanistan. Jiang congratulated Nazarbayev again on the success of the summit meeting of the Conference on Interaction and Confidence Building Measures in Asia (CICA). He noted that Kazakhstan is an important country in Central Asia and a friendly neighbor of China. The good-neighborly, friendly and mutually beneficial relations of cooperation have achieved continuous advancement since the two countries established diplomatic ties a decade ago. Not long ago, the border issues existing between Kazakhstan and China have been settled in a complete and overall manner. He said that the Chinese side is ready to work together with Kazakhstan, and elevated the level of the bilateral relations in the new century by expanding exchanges, strengthening cooperation and intensifying mutual trust and friendship. Nazarbayev said that he totally agrees with President Jiang on his comment on bilateral relations and the suggestions of further expanding exchanges and strengthening cooperation. He said that the already signed scores of important documents and three joint statements between the two countries constitute a solid base for the overall cooperation between the two countries. Reality has repeatedly told us that the Chinese people have always remained friends of the Kazakh people no matter how the international and regional situation has changed. The Kazakh side will work together with the Chinese side to discuss the various forms and channels of strengthening friendly and mutually beneficial cooperation for the purpose of more benefits for the two peoples. In the meeting with Akayev, Jiang said that despite the different histories, cultures and national situations, China and Kyrgyzstan highly trust and support each other in the political field, and conduct fruitful cooperation in the trade and economic fields. Jiang said that he believes it is the common wishes of the two peoples and in the fundamental interests of both sides for the two countries to maintain and develop long-term stable good-neighborly and mutually beneficial relations of cooperation. It can also help develop the cause of regional peace and development. The Chinese side is willing to make joint efforts to deepen the China-Kyrgystan relations. Akayev said that it is fundamentally attributable to the "Shanghai Spirit" with mutual trust, mutual benefit, equality, coordination at its core that the St. Petersburg summit of SCO concluded with a satisfactory success. The fruitful achievements made in the 10 years' development of the bilateral relations also benefit from the "Shanghai Spirit". The Kyrgyz parliament has just approved the Kyrgystan-China border agreement which makes the borders between the two countries a tie of friendship and will push forward the bilateral exchanges and expand cooperation. It is believed that the two sides will increase mutual understanding and expand new fields of cooperation through his upcoming visit to China. Akayev briefed Jiang on how Kyrgystan has implemented the decision of establishing an SCO anti-terrorism agency according to the related agreements. Jiang said to Karimov that the relations between China and Uzbekistan have gone on smoothly since the two countries forged diplomatic relations 10 years ago. The political mutual trust between the two sides has increasingly intensified and the two sides, while taking good care of each other's concerns and benefits in external exchanges and mutual cooperation, have always conducted contacts and exchanges on major international issues and those of common concern, coordinated closely and supported each other to safeguard the fundamental interests of both countries together. He said that as two important countries in this region, to maintain and develop the friendly relations of cooperation between the two countries not only conforms to the interests of both countries, but also helps maintain security and stability of the region. Karimov said that the Uzbekistani people have deep respect and gratitude towards the great Chinese people in that whenever Uzbekistan faces difficulties, it is always China who offers them support and aids. In the recent years the fields of cooperation between the two countries have expanded, with the achievements in the trade and economic fields particularly remarkable, which is to the satisfaction of the Uzbekistan side. Uzbekistan hopes to strengthen cooperation with China, stands ready to work with China to keep close dialogue and exchange, so as to make mutually beneficial cooperation in every field move forward continuously. The two sides also exchanged opinions on the situation in the Asian region. During the summit, the foreign ministers of the six member countries of the SCO held a meeting and exchanged opinions on the construction of the SCO and the current international and regional hot issues.
