Assistant Foreign Minister Shen Guofang Talks about the Achievements of the GMS Summit

The Second GMS Summit was held in Kunming, Yunnan July 4-5, 2005. After the summit was concluded, Assistant Foreign Minister Shen Guofang introduced the meeting and its achievements to the journalists.

Shen said that during the summit Premier Wen Jiabao, leaders of Cambodia, the Laos, Myanmar, Thailand and Vietnam and President of the Asian Development Bank (ADB), following the theme of "A Stronger GMS Partnership for Common Prosperity", conducted in-depth discussions and reached wide consensus on such important topics as the guiding principles for future cooperation,, strengthening infrastructure construction, improving trade and investment environment, advancing social progress and deepening partnership and issued the Kunming Declaration.

Shen pointed out that the summit has three characteristics: first, diversified forms. In addition to formal sessions, other activities including the dialogue between GMS leaders and the business community, the signing ceremony of GMS documents, the forum on the participation of business community in the GMS cooperation, the GMS cooperation achievements exhibition and the GMS telecommunications development exhibition were also held; second, heated atmosphere. More than 600 participants including the government officials of the six GMS countries, business personnel and representatives of international organizations attended the summit at which they held heated and pragmatic discussions and reached wide consensus on the all-round cooperation at multiple levels in various fields; third, fruitful achievements. The summit made a comprehensive review and summary of the cooperation history and fruitful achievements of GMS, set the guiding principles for future cooperation and raised specific cooperation objectives and actions. The six countries signed the cooperation documents on facilitating cross-border passenger and commodity flow, strengthening prevention and control of animal diseases, speeding up the building of information superhighway and enhancing power trade and approved the key cooperation initiatives including the GSM trade and investment facilitation and construction of the biodiversity conservation corridors.

Shen noted that the leaders also reached important consensus on the future GMS cooperation:

I. The leaders of the six countries promised to join hands together and pool all necessary resources to realize the all-round and coordinated socioeconomic development of all GMS countries.

II. The leaders pledged to follow the cooperation road guided by specific projects and oriented at tangible actions and constantly push forward the pragmatic cooperation. The cooperation documents signed at the summit will help stimulate the socioeconomic progress of all GMS countries and bring about benefits to their people.

III. The participation of business community should be broadened and partnership be strengthened. The summit calls for reinforcing cooperation with the development partners including the ADB and the private sector. Shen said that Premier Wen Jiabao chaired the summit and delivered an important speech, comprehensively elaborating China's policies and proposition on the GMS economic cooperation, put forward the cooperation principles of "conducting equal-footed consultation with mutual respect, focusing on practical results through closer cooperation, listing priorities and proceeding in an orderly fashion and coordinating actions with an overall planning". Premier Wen also raised specific suggestions on boosting the in-depth and healthy development of GMS cooperation. Those important proposals and suggestions hold the key to the success of the summit. The guiding principles of GMS cooperation advocated by him reflects the state-to-state relations of treating each other as equals among the GSM countries and the mutually beneficial and win-win cooperation of GMS, complies with the interest of their people, receive welcome and wide recognition from all the countries and are enshrined into the Kunming Declaration, which enlightens the direction of development for GMS cooperation.

Shen noted that during the summit Premier Wen Jiabao held bilateral meetings with other leaders and the President of ADB. Premier Wen reiterated that China will follow the neighborhood policy of building friendship and partnership with our neighboring countries, keep committed to consolidating and advancing the good-neighborly relations and friendship with neighboring countries and constantly deepen the all-round cooperation. In the area of regional cooperation, China will work with all the other countries to seek common development and build common prosperity on the basis of mutually beneficial cooperation. The leaders of GMS countries and President of ADB all expressed willingness to build up the exchanges and cooperation with China in various bilateral areas and expedite new progresses of the GMS cooperation.

Shen indicated that with the concerted efforts of China and other GMS members the summit has achieved a complete success. Against the backdrop of quickening economic globalization and regional economic integration the summit will help consolidate and develop the traditional friendship and cooperation between China and other GMS countries, advance the GMS cooperation process and promote the common development and prosperity of all GMS countries and fuel the development of China's southwest region as well.
