Hu Jintao Makes Important Remarks to the Seoul Nuclear Security Summit
On March 27, 2012, the Seoul Nuclear Security Summit kicked off in the Republic of Korea (ROK). President Hu Jintao delivered an important speech to the Summit.
With the theme of strengthening the security of nuclear materials and facilities, the Summit will review the progress made since the 2010 Washington Summit and discuss to strengthen the national measures and international cooperation on nuclear security. Leaders and delegates of 53 countries and 4 international organizations attended the event.
The Summit started at 9:00 am local time. President Lee Myung-bak chaired the meeting and participating leaders made remarks on the theme.
Hu delivered a speech with the title of Deepening Cooperation to Improve Nuclear Security. He pointed out that countries have made positive progress in nuclear security since the first nuclear security summit in 2010. However, the nuclear security situation remains severe.
He pointed out that China attaches great importance to the national nuclear security capacity building, strictly implements its international obligations, widely engages in nuclear security international cooperation, takes effective measures to ensure nuclear security and actively provide nuclear security and nuclear energy security assistance. In the future, China will further take nuclear security measures, make sure the security of its own nuclear materials and facilities, improve the overall nuclear security, participate in regional efforts to improve nuclear security in the region, comprehensively deepen cooperation with the international Atomic Energy Agency and share experiences with other countries on nuclear security during large international events.
He stressed that only by working together can countries realize the goal of universal nuclear security. He raised the following proposals. First, stick to the scientific and rational nuclear security concept, build confidence of developing nuclear energy, face up to the nuclear security risks, enhance the security and reliability of nuclear energy and promote the secure and sustainable development of nuclear energy. Second, reinforce nuclear security capacity building, undertake national responsibilities for nuclear security, build and improve the legal and regulatory framework of nuclear security, strengthen training of nuclear emergency response personnel and increase R&D input. Third, deepen international exchanges and cooperation, raise the global nuclear security level, strengthen the universality of international legal instruments on nuclear security, promote nuclear security standards and norms, provide nuclear security assistance actively and help developing countries improve nuclear security. Fourth, eliminate the root causes of nuclear proliferation and terrorism, stick to the purpose and principles of the UN Charter, adhere to the new security outlook of mutual trust, mutual benefit, equality and collaboration and insist on solving hotspot issues and international disputes through peaceful means.
He pointed out that it is the common goal of the international community to completely realize the peaceful use of nuclear energy. China will, as always, push for the complete prohibition and thorough destruction of nuclear weapons, abide by the policy of not being the first to use nuclear weapons, be committed to the international nuclear non-proliferation efforts, support the right of countries to the peaceful use of nuclear energy and make its due contributions to building a harmonious world with lasting peace and common prosperity.
Participating leaders introduced their views and measures and agreed that the international community has made positive progress of strengthening national nuclear security and promoting international nuclear security cooperation since the 2010 Washington Summit. The international nuclear security is still threatened by nuclear terrorism and the situation is not optimistic. They recognized the significance of Seoul Summit and pledged to consolidate the political will, step up coordination and cooperation, take tangible measures to help developing countries improve nuclear security capability and technologies, protect nuclear facilities, prevent leakage and proliferation of nuclear materials, ensure peaceful use of nuclear energy and safeguard world peace and security.
At the summit, participating leaders adopted a communique, reaffirming the commitment of all nations and proposing specific measures. The next Nuclear Security Summit will be held in 2014 in the Netherlands.
