Chinese President Hu Jintao Meets with His Russian Counterpart Medvedev

On September 23, 2009, Chinese President Hu Jintao met with his Russian counterpart Dmitry Medvedev in New York. Both sides exchanged views on bilateral relations and major regional and international issues of common concern in a broad and in-depth manner.

Hu said that he and President Medvedev held content-rich, fruitful talks during his state visit to Russia in June, reaching a series of important consensuses on bilateral cooperation in all areas, as well as major issues of common concern. This fully displays both countries' confidence and determination to enhance cooperation under the current international situation. Hu said China attaches great importance to enhancing the strategic partnership of cooperation with Russia and relevant departments are working to implement the consensus reached between both sides.

Hu said the recently approved cooperation program between northeast China and Russia's far east and east Siberian region, which is substantial in content, is of great significance to boosting cooperation in the border areas of the two countries. He hoped that related agencies of the two countries will step up efforts to implement the programme and push bilateral cooperation at local levels to a new stage. The signing of a memorandum of understanding on natural gas cooperation has marked yet another major breakthrough in bilateral energy cooperation, he said. China attaches great importance to energy cooperation with Russia and hopes for new outcome from bilateral energy cooperation with the joint efforts of both sides. The first meeting of China-Russia Customs Cooperation Sub-committee established in June was successfully held in Beijing not long ago, a practical move for both sides to regularize trade order. Hu also expressed his hope that the customs of the two countries would continue working to strengthen customs supervision and facilitate customs clearance to ensure the orderly and healthy growth of bilateral trade. China is ready to enhance environment cooperation with Russia on the existing basis. China and Russia successfully held the "Peace Mission 2009" joint military exercise this year, he said, expressing hope for enhanced cooperation between both countries in this regard.

Hu spoke highly of and expressed deep appreciation of the Russian government's firm support to the Chinese government in the wake of the July 5 riot in China's Xinjiang Uygur Autonomous Region.

Hu briefed Medvedev on China's economic situation, saying China's stimulus package and other measures taken amid the international financial crisis have brought about remarkable results, while the economy still faces some difficulties. China would continue to adopt a proactive fiscal policy and a moderately easy monetary policy, focus on boosting domestic demand, consumption in particular, accelerate the adjustment and reinvigoration of key industries and improve capacity for independent innovation and people's livelihood. Meanwhile, China will pay close attention to the changes in the economic situation at home and abroad and actively prepare new countermeasures. He said China and Russia have maintained close communication and coordination and engaged in fruitful cooperation in their joint efforts to address the impact of the global financial crisis. He called for strengthening cooperation with Russia in promoting reform of the international financial system to protect the common interests of both nations and developing countries at large.

Medvedev fully agreed with Hu's comments on bilateral ties, hailing the president's state visit to Russia as a great success. During the visit, both sides exchanged in-depth views on bilateral ties and cooperation in all areas and worked out their cooperation program for the future. He hailed the visit as an important milestone in bilateral ties.

Medvedev said the Russia-China relationship is a genuine strategic partnership of cooperation and Russia highly values and speaks highly of the strategic partnership of cooperation with China. Both sides will jointly celebrate the 60th anniversary of the establishment of their diplomatic relations this year. The approval of the cooperation program between northeast China and Russia's far east and east Siberian region is an important sign that bilateral ties are maturing, Medvedev said, adding that the Russian side will earnestly implement it. On energy cooperation, Medvedev said bilateral cooperation in this area has reached a high level and Russia is ready to promote cooperation with China in power generation and nuclear energy. The customs of the two sides should work together to boost the healthy development of bilateral trade, the Russian leader said. Russia is also ready to cooperate with China in environmental protection, immigration and other fields, he added. The outstanding performance of the Chinese economy is conducive to economic recovery and Russia is ready to enhance coordination with China in international financial cooperation.

Medvedev said that issues related to Xinjiang are completely China's internal affairs, adding that no outside force should interfere.

The two leaders also exchanged views on major regional and international issues including the situation on the Korean Peninsula and Iran's nuclear issue.

Wang Qishan, Ling Jihua, Wang Huning and Dai Bingguo attended the meeting.
