Hu Jintao Holds Talks with Putin

On July 1, 2005, Chinese President Hu Jintao held official talks with President Vladimir Putin of the Russian Federation in Kremlin. Following their talks, the two heads of state solemnly signed the Joint Statement on the International Order of the 21st Century, which comprehensively expounds the stance of China and Russia on the current international situation and major international issues. In the Statement both sides stress that the new country-to-country relations between China and Russia are making important contributions to building a new international order. The two countries are determined to make relentless efforts with other countries concerned to build a world of development and harmony and serve as important and constructive forces in a secure world system.

During the talks Putin noted that the visit of President Hu Jintao to Russia is the most important event in the bilateral relations this year. At present Russia and China, with joint efforts, have solved all the problems left over from history, which lays down a solid foundation for the long-term and healthy development of bilateral ties. The visit has special significance and long-term influence. He made a comprehensive review and positive comment on the bilateral cooperation in various fields including politics, economy, trade, investment, finance, culture and education, science, technology, aerospace, environmental protection and military affairs and the coordination and collaboration in international affairs. He reiterated that Russia would continue to work hard to push for new achievements of bilateral friendship and mutually beneficial cooperation.

Hu pointed out that in the past one year China-Russia relations made new progresses. Both sides approved the Supplementary Agreement on the Eastern Section of the China-Russia Boundary Line, completely solving the border issue from the legal perspective. The national security consultation mechanism was launched, new channels of high-level strategic dialogue was opened, and the mutual support on issues concerning national sovereignty and territorial integrity was strengthened. The economic and trade cooperation continued to expand and deepen, and sound cooperation in the fields of energy resources and investment was maintained. The close coordination and collaboration in the international and regional issues such as the construction of Shanghai Cooperation Organization and the UN reform were conducted and regional peace and stability and common interest of the two countries were safeguarded.

Hu said that the next year marks the 10th anniversary of the establishment of strategic partnership of coordination between China and Russia and both sides should make continuous efforts to celebrate this important moment with more cooperation achievement. We suggest further strengthening the strategic partnership of coordination in the political field, expanding military exchanges and cooperation, making active preparations for the first joint military exercise of the two countries and organizing carefully the "Year of China" in Russia and the "Year of Russia" in China. In the economic and trade fields, both sides should strengthen cooperation in energy resources, faithfully implement all the agreements already reached between the two countries, expand electricity cooperation and further enhance investment and cooperation, accelerate the consultations on signing the investment protection agreement so as to provide better legal guarantee for the bilateral investment cooperation, optimize trade structure, broaden cooperation channels, uplift cooperation level, expand trade of high technologies and electronic and mechanical products, push forward the local cooperation, make best use of their respective advantages, create sound conditions in terms of fund, resources, human resources and transportation and develop new growth points of China-Russia economic cooperation. Putin expressed agreement on the suggestions, which he believes set the objectives and direction for the further development of bilateral ties.

The two heads of state exchanged in-depth opinions on the current major international and regional issues. Hu emphasized that both China and Russia are the permanent members of the UN Security Council, shoulder major responsibilities of maintaining world peace and promoting common development and share extensive common consensuses and interest. Both sides can further raise the level of strategic coordination and coordinate stance and reinforce cooperation on major international and regional issues, on which Putin expressed agreement.

The talks lasted 3 hours. Following the talks, the two heads of state attended the signing ceremony of a number of bilateral cooperation documents covering finance, energy resources and electricity. As the last yet most important agenda of the signing ceremony, Hu Jintao and Putin signed the Joint Statement of the People's Republic of China and the Russian Federation on the International Order of the 21st Century. The Statement comprehensively elaborates the opinions of the two governments on the current international situation and their stance and propositions on the major international and regional issues, showing their resolute determination to further raise the bilateral strategic partnership, make timely communications, exchange opinions, coordinate stance and enhance cooperation in international affairs and jointly promote world peace, stability and prosperity.

The two heads of state also jointly met with journalists from China, Russia and other countries in the world. They introduced their talks and sang high praise for the positive progress and important achievements of China-Russia strategic partnership of coordination. They also made a joint declaration to hold the "Year of Russia" in China in 2006 and the "Year of China" in Russia in 2007. The two leaders agreed that with the joint efforts of both sides the bilateral strategic partnership of coordination would surely reach a higher level and benefit the two peoples.

State Councilor Tang Jiaxuan and other officials were present at the talks and the signing ceremony.

On the evening President Hu Jintao and his wife Liu Yongqing participated in the welcome banquet hosted by President Putin and his wife in Kremlin.
