Hu Jintao Presides over and Delivers an Important Speech at the Third BRICS Leaders Meeting in Sanya, Hainan Province

On April 14, 2011, the Third BRICS Leaders Meeting was held in Sanya, Hainan Province. Chinese President Hu Jintao, Brazilian President Rousseff, Russian President Medvedev, Indian Prime Minister Singh and South African President Zuma attended the meeting, which was convened under the theme of "Broad Vision, Shared Prosperity". With beautiful mountains and rivers, April's Sanya is full of vitality. At about 9:00 am, Brazilian, Russian, Indian and South African leaders arrived at the venue of the meeting respectively and were warmly welcomed by President Hu. The participating leaders took group photos. At 9:05 am, the BRICS Leaders Meeting began and Hu Jintao presided over the meeting. The leaders exchanged in-depth views on such major topics as the international situation, international economic and financial issues, development issues and BRICS cooperation. During the meeting, President Hu delivered an important speech entitled Broad Vision, Shared Prosperity. Hu pointed out that the second decade of the 21st century has just begun. In the past decade, our world went through major development, major changes and major adjustments. The trend of peace, development and cooperation gained stronger momentum. The world moved further towards multi-polarity and economic globalization. New changes took place in the global economic governance and new breakthroughs were in the making in scientific and technological innovation. Emerging market economies engaged in dynamic cooperation. All these have brought valuable opportunities to the development of all countries. On the other hand, there is indeed a long way to go before lasting peace and common prosperity can be achieved. Hu emphasized at this historic juncture when we usher in the second decade of the 21st century, we all need to reflect on one major topic: How to bring about a peaceful and tranquil 21st century in which humanity can enjoy common prosperity? Hu offered his following observations. First, we should endeavor to maintain world peace and stability. We should abide by the purposes and principles of the UN Charter and bring into full play the central role of the United Nations and its Security Council in peace keeping, peace making and peace building. We should seek peaceful settlement of international disputes through dialogue and consultation. We should work for common security in a spirit of democracy, inclusiveness, cooperation and win-win progress. We should be committed to multilateralism and international cooperation, and promote democracy in international relations. We should foster an international environment that supports efforts of countries to achieve peace, stability and prosperity in the light of their national circumstances. We should respect the sovereignty of all countries and their right to choose their development paths and models in keeping with the principle of seeking common ground while shelving differences. And we should respect the diversity of civilizations and pursue common progress through mutual learning and drawing on each other's strength. Second, we should endeavor to promote common development of all countries. We need to renew our commitment to the development of developing countries and promote world economic recovery and growth. We should put in place a fair and effective global development system and work to fully attain the UN MDGs. We should uphold the principle of "common but differentiated responsibilities" and work together to meet the global climate challenge. We should jointly uphold energy security in line with the principle of mutually beneficial cooperation, diversified development and coordinated energy supply. We should establish fair, just, inclusive and well-managed international monetary and financial systems to support global economic development and increase the say and representation of emerging markets and developing countries in these systems. We should set up a just and equitable international free trade system, oppose protectionism in all its forms, strengthen the multilateral trading regime and push for early attainment of the goals of a development round at the Doha Round negotiations. Third, we should endeavor to bolster international exchanges and cooperation. We should make full use of the multilateral cooperation mechanisms at various levels, including the UN, the Group of 20 and the BRICS, to carry out practical and effective cooperation. The United Nations should always play a central role in international affairs. Cooperation mechanisms among emerging market economies represented by the BRICS are enjoying robust development. They constitute a new model of global economic cooperation and an important way of pursuing multilateralism. They can continue to play an active role in boosting cooperation among emerging market economies. Fourth, we should endeavor to strengthen the BRICS partnership for common development. We should build on what we have achieved and plan for the future. We should stick to the basic principles of solidarity, mutual trust, openness, transparency and common development. Let us enhance mutual trust through cooperation and always be good friends and good partners. We should stay firmly committed to the common interests of BRICS countries, step up coordination in the international economic, financial and development fields and strengthen the standing and role of emerging markets and developing countries in global economic governance. We should continue to deepen practical cooperation, vigorously tap our cooperation potential in economy, trade, health and sister-city relationships, and strive for fruitful results of our cooperation in various fields so as to further strengthen the economic and social foundation for BRICS cooperation. Hu pointed out that China's development is part of the world development and the better China develops, the greater the contribution it will make to the world. A China with more sustainable development, greater social harmony, better institutions and greater openness will not only bring more benefits to its 1.3 billion people, but also make greater contribution to world peace and development. Hu emphasized that China will continue to advocate peace, development and cooperation, and remain committed to the independent foreign policy of peace, the path of peaceful development and the win-win strategy of opening-up. We will share development opportunities with other countries, and share prosperity with people around the world. The leaders of the BRICS countries in their remarks congratulated on the convening of the meeting in Sanya and welcomed South Africa's joining in the mechanism. Brazilian President Rousseff said that under the current international situation, emerging market economies are playing an increasingly important role in international and regional affairs and have great potential in promoting their respective national development and conducting mutually beneficial cooperation. The BRICS mechanism is a high-level cooperation forum for developing countries. The BRICS members should keep closer coordination in international economic and financial affairs, push for the establishment of a more just and comprehensive international monetary system, enhance pragmatic cooperation in climate change and other areas, push all nations to share prosperity and achieve sustainable development and safeguard developing countries' interests. Russian President Medvedev said the BRICS cooperation is one of Russia's diplomatic priorities. In the new situation, BRICS countries are facing increasing common challenges. All members should enhance cooperation, maintain information security, promote world economic recovery and global economic balance and advance reform of the international financial system. He also urged BRICS countries to maintain global food security, promote sustained development and strive to safeguard interests of emerging market economies and developing countries. Indian Prime Minister Singh said currently, global balance of power is going through new changes and the world situation is more complex and uncertain. Independence, sovereignty and territorial integrity of all countries should be respected. He called for efforts to enhance reforms on the global governance mechanism and on the international monetary system to cope with the global economic and financial challenges. The BRICS is the largest cooperation mechanism among emerging market countries and all its members should enhance cooperation. Importance should be attached to development issues. Efforts should be made to increase input into developing nations, improve developing countries' infrastructure, enhance energy and food security and oppose trade protectionism. South African President Zuma thanked for inviting South Africa to join in the BRICS mechanism. BRICS countries share close ties and have common aspiration for peaceful development. He urged BRICS countries to join hands to push for the reform of the international monetary system, increase the voice and representation of developing countries, cope with unbalanced global economic recovery and boost economic and trade cooperation of mutual benefit to achieve common development. He also called for support of the implementation of the UN Millennium Development Goals, better coordination on climate change and other issues and promotion of green economy and sustainable development. During the meeting, the participating leaders attended the signing ceremony of relevant cooperation documents. After the conclusion of the meeting, the leaders attended a joint press conference on the meeting. The meeting issued Sanya Declaration. On the noon of the same day, Hu Jintao held a welcome banquet for the guests attending the BRICS Leaders Meeting. Ling Jihua, Wang Huning and Dai Bingguo attended the above activities.
