On December 8, 2005, Premier Wen Jiabao of the State Council held talks with Czech Prime Minister Jiri Paroubek in Prague. Both sides agreed to deepen dialogue and contact at all levels and develop bilateral relations within the framework of China-EU comprehensive strategic partnership and on the basis of the joint communiqué between the two governments in 1999. Wen said that bilateral relations enjoy sound development momentum. Both sides have witnessed increased political exchanges, closer economic and trade relations and continuously expanded exchanges in the areas of culture, education and science & technology. Czech pursues the one-China policy on the Taiwan question and China is satisfied with the general development of bilateral relations. Wen noted that to develop bilateral friendly cooperation conforms to common aspiration of both peoples and the fundamental interest of the two countries. China attaches great importance to relations with Czech and would like to work with Czech to enhance the level of bilateral relations. Both sides should strengthen communication and contact on the political level, build up mutual understanding, deepen mutual trust and grasp the development direction of bilateral relations. Both sides should also enhance the scale and level of economic and trade cooperation, give play to their respective advantages and conduct mutually beneficial cooperation in the areas of electromechanical production, information communications, two-way investment and scientific and technological transfer. Efforts should be made to expand cooperation in the area of humanities and encourage both peoples to increase exchanges, for which the two governments should create facilitation. Paroubek noted that bilateral relations have been greatly improved and developed in recent years and have never been so good as now. Premier Wen made sound suggestions on the future development of bilateral relations and Czech agreed with these proposals. Bilateral cooperation enjoys broad prospect and it is hoped that both sides will strengthen dialogue in the political area, deepen cooperation in the fields of finance, investment, machinofacture and environmental protection, provide facilitation for businesses of both sides to invest in each other, continue cultural and tourist cooperation and increase bilateral personnel exchanges. Paroubek reaffirmed that the Czech government will continue to resolutely pursue the one-China policy. Both sides also exchanged views on China-EU relations and other issues and agreed to strengthen communication and coordination in international affairs. Following the talks, Wen and Paroubek signed the Joint Statement between the Government of the People's Republic of China and the Government of the Czech Republic and attended the signing ceremony of 14 documents including the agreement on cooperation in the areas of culture, agriculture and forestry, the agreement on investment protection and the agreement on cooperation between businesses of both sides.
