The Leadership Meeting between ASEAN and China, Japan and Korea (10+3), which is an annual event, was held in Kuala Lumpur on December 12, 2005. The leaders of ASEAN, China, Japan and Korea issued the Kuala Lumpur Declaration.

The Declaration identified maintaining a peaceful, stable, and prosperous environment for East Asian region by strengthening solidarity and with concerted efforts of all sides and reaffirmed the devotion to the goal of realizing the economic integration of East Asia in a bid to contribute to the peace, security, prosperity and progress of the region and the world.

The Declaration pointed out in the process of realizing the goal, all nations should continue to regard the 10+3 mechanism as the main channel and enable ASEAN to play a leading role in this process. All nations should strengthen the sense of being masters of the region and enable the active participation of ASEAN, China, Japan and Korea. It is believed in the Declaration that ASEAN integration, the building of ASEAN community as well as the continued support of China, Japan and Korea to ASEAN are of great significance in the process of regional integration. It is said in the Declaration the leaders recognize the important role of 10+1 cooperation process to the comprehensive cooperation within the 10+3 framework. It is believed that increasing the interaction between ASEAN and China, Japan and Korea is conducive to deepening dialogue, forming synergies, grasping the opportunities presented by rapid development and globalization, and greeting the challenges.

The Declaration extended welcome to the first East Asia Summit to be held in December 14, 2005 in Kuala Lumpur and reaffirmed that ASEAN, China, Japan and Korea will continue to hold the annual 10+3 Leadership Meeting during the ASEAN Summit, providing guidance and political incentives to the realization of regional integration within the 10+3 cooperation framework.
