
On September 26, 2011, Chinese Foreign Minister Yang Jiechi attended the General Debate of the 66th Session of UN General Assembly at the UN Headquarters in New York and delivered a speech.
Yang said that the world is entering the second decade of the new century. The international situation continues to change in a profound and complex manner. Against the general backdrop of peace, a variety of unstable and uncertain factors are on the rise and the development problems become more serious. The global economic recovery is fragile. The international financial market is turbulent. The task of sustainable development is arduous. The world economy is facing a "growth barrier". Some countries in West Africa and North Asia are experiencing political turbulence. Terrorism is rampant. The global challenges are rising. The international situation is facing a "stability barrier". The uneven development between the North and the South is still outstanding. The task of fulfilling the UN Millennium Development Goals is urgent. The parties need to strengthen cooperation to help the least-developed countries to cross the "poverty barrier".
Yang said that facing the challenges ahead, the international community has a critical mission to realize common development and is also facing rare new opportunities. In order to help each other overcome difficulties and achieve mutual benefit and common development, the parties should do the following:
First, the international community needs to strive to cultivate the good momentum of economic recovery in the world. The parties should strengthen communication and coordination and increase the international confidence in the world economic recovery. The parties should promote the establishment of a fair, equitable, inclusive and orderly international monetary and financial system and increase the voice and representation of emerging markets and developing countries. China supports the transformation of the Group of Twenty (G-20) from the short-term crisis response mechanism to the long-term economic governance mechanism. China supports the efforts made by emerging countries to explore a new model of global economic cooperation. China resolutely opposes trade protectionism in all its manifestations and advocates advancing the Doha Round negotiations to achieve the Development Round goals.
Second, the international community needs to strive to create the political basis for cooperation and development. Under the current circumstances, it is of important and practical significance for the parties to adhere to the purposes and principles of the "UN Charter", maintain the authority and role of the United Nations, effectively comply with the principle of non-interference in internal affairs, and promote democratization of international relations. The international community should respect the sovereignty, territorial integrity and the right to independently choose development paths, respect cultural diversity and oppose interference in internal affairs of other countries.
Third, the international community needs to strive for a security environment for stable development. In accordance with the purposes and principles of the "UN Charter", the international community should insist on the peaceful settlement of international disputes and hotspot issues, oppose the arbitrary use of force or threat of force, oppose terrorism, separatism and extremism in all their forms and manifestations, and promote common security of mankind.
With respect to the conflict between Palestine and Israel, Yang said that China has always supported the just cause of founding an independent Palestinian state, supports the UN membership of Palestine, and supports advancing the "two-state solution" through political negotiations. China supports the establishment of a sovereign and independent Palestinian state on the 1967 borders with East Jerusalem as its capital. China advocates promoting the peace talks between Israel and Syria and between Israel and Lebanon in a balanced manner so as to ultimately achieve comprehensive, just and lasting peace in the Middle East and the peaceful coexistence of Arab states and Israel. Yang hoped that the international community and relevant parties make unremitting efforts to push forward the Middle East peace process.
Yang also expounded China's views, positions and propositions on the north and south Sudan issues, the situation in North Africa and West Asia, the situation of the Korean Peninsula and other major international and regional hotspot issues
Fourth, the international community needs to strive to promote the balanced development of the North and the South. Developed countries should honor their commitments in official development assistance, open their markets, reduce and exempt debts, and increase support to developing countries. The resources of international financial institutions should be used to help developing countries, especially the least-developed countries on a priority basis. Developing countries should actively explore development ways conducive to development and poverty eradication and achieve higher levels of development. The international community should increase assistance to the "Horn of Africa" region and help developing countries improve their own development capabilities.
Yang also introduced China's development achievements in the first decade of the 21st century and the future direction for development. He stressed that China's development not only brought substantial benefits to the Chinese people, but also made positive contributions to the development and prosperity of the world and played a positive role in driving the global economic growth. China is committed to strengthening equal and mutually beneficial cooperation with developing countries and strives to provide support and assistance to developing countries. The efforts made by China to achieve the UN Millennium Development Goals are obvious to all. China has actively undertaken the international responsibilities within its capacity, has promoted the peaceful settlement of hotspot issues, and has participated in international peacekeeping operations. China is the country that has sent the largest number of peacekeepers among the permanent members of the Security Council. With China's further development, China will bring more opportunities for the peace, development and cooperation of the world.
Yang concluded that in the next ten years, peace, development and cooperation will remain the trend of the times. China will unswervingly follow the path of peaceful development, unswervingly pursue an independent foreign policy of peace, and firmly implement the mutually-beneficial and win-win opening-up strategy. China will strive to create a better life for the Chinese people and benefit the development and progress of the entire mankind. The development of a prosperous, harmonious, stable and responsible China will make greater contributions to the world's prosperity and stability and to the common development of mankind. China is willing to work together with the international community to deepen cooperation in the process of sharing opportunities, achieve development in the process of jointly dealing with challenges, and promote the building of a harmonious world with lasting peace and common prosperity.
