The People's Republic of China and the Republic of Latvia established diplomatic relations on September 12, 1991. This is a copy of the joint communiqué on the establishment of diplomatic relations.
In July 1994, Chinese Vice Premier and Foreign Minister Qian Qichen and visiting Latvian Foreign Minister Maris Gailis signed, on behalf of their respective governments, the Joint communiqué Between the People's Republic of China and the Republic of Latvia on the Normalization of the Relations.

Latvian President Vaira Vike-Freiberga wrote a letter of congratulation to Chinese President Hu Jintao in October 2004 on the 55th anniversary of the founding of the People's Republic of China.
In May 2005,Chinese Foreign Minister Li Zhaoxing (right in the front) and visiting Latvian Foreign Minister Artis Pabriks (left in the front) signed an agreement on cooperation in archives between the two foreign ministries.
