First of all, I would like to express my cordial congratulations on the founding of the new magnificent building of the Tanzania Federation of Co-operatives(TFC)Headquarters right here.

I also would like to express my sincere congratulations to the contractor of the TFC Building, China Civil Engineering Construction Company (CCECC), for their successful bidding for the building through fair competition.

Tanzania is a great country while Dar es Salaam is a beautiful city. Under the leadership of President Kikwete, the economy of Tanzania develops fast with stable social situation. The livelihood of the Tanzania people is constantly improving. As the best friend of Tanzania, the Chinese people are very happy to see this.

Although China and Tanzania is far apart, we always walk hand in hand while understand each other heart by heart. The traditional friendship between China and Tanzania was created by former Tanzanian President Muwalimu Nyerere and late Chinese Chairman Mao Zedong. Despite the changes of international and the domestic situations of the two countries, the friendship is endurable and develops forward continuously. The all-sided cooperation partnership between our two countries is featured by the political mutual trust, economically mutual benefit and culturally mutual learning. Now, we face the same tasks to develop the economy, improve the people's livelihood and eliminate the poverty. The cooperative areas will be wider and wider between our two countries if we use our own comparative advantages well.

Recently, I read lots of reports from newspapers on the lack of clean drinking water in some urban and rural areas in Tanzania. Many women waste their valuable time, spending the whole day queuing at the water wells, some abandoning their income generating activities at the expense of water shortage. I also know Mr. President attaches great importance personally to building drinking water project of Tanzania. I want to take this opportunity to express our support to Tanzania from the Chinese government and people. We've already provided assistance in this field and the water supply project of Dodoma City built up has been benefiting 300,000 people. The Charlinze water supply project under construction right now will supply clear water to another 150,000 people. I will ask the contractor to accelerate the construction of the project, so that the people of Charlinze can use clean drinking water as soon as possible. The Chinese government will also cooperate with the Tanzania government, to make a probe in the well drilling in the rural areas, and help more and more Tanzania people have access to clean drinking water.

I would also like to take this opportunity to give Mr. President a gift, a model truck made by Sino Truck. I want to express my best wishes to you. Firstly, I hope Tanzanian economy will develop as fast as the trucks. Secondly, I hope a car assemble factory will be built in Tanzania.

Tanzania has already been a hub of communications and transportation radiating to eastern and southern Africa. Mr. President, for your wish to build Dar es Salaam into a logistics center and manufactural base which radiates to the eastern Africa area, I have mobilized the businessmen of Zhejiang province of China to build the logistics center here. China Heavy Duty Truck Company has sold thousands of trucks in Africa, among which five to six hundred trucks are sold in Tanzania annually. I have talked to the boss of China Heavy Duty Truck Company yesterday. I hope them to set the African sales center in Tanzania. I also suggest they construct a truck assemble factory here. They say they will consider my suggestion seriously.

Dear friends, Federation of Co-operatives is an excellent form to provide various services to the farmers before the planting, during the field management and after their harvest. It also plays a very important role to improve the labor production rate and increase the income of the farmers.

Chinese government attaches great importance to the development of Federation of Co-operative. There are four million employees in Chinese Federation of Co-operative and they have an enormous impact on the social economic development in China. The General Executive Director of Chinese Federation of Co-operatives, Mr. Yang Chuantang, happens to be one of my best friends. He hosted a farewell dinner especially for me on the eve of my departure to Tanzania. I'm very glad to be a go-between for the two Federation of Co-operatives of Tanzania and China, and help the two sides establish friendly partnership and exchange the experience of providing services to farmers and agriculture industry. In that way, we can deepen and expand the friendship to all the people of the two countries.

At last, I wish a safe, high-quality and high efficiency construction process of the TFC building. I also wish TFC to deliver a safe, high-quality and high efficiency service to the Tanzania people, and make greater contributions to accelerate the rapid development of Tanzanian economy.
