Vice Foreign Minister Wu Dawei Leads Delegation to the Second Conference of the States Parties to the United Nations Convention against Corruption

The Second Conference of the States Parties to the United Nations Convention against Corruption was held in Bali, Indonesia from 28 January to 1 February 2008. 78 States Parties, 32 observer countries and over 50 international agencies and organizations and non-governmental organizations attended the session. The Chinese delegation, composed of members from the Ministry of Foreign Affairs, the Ministry of Supervision, the National Bureau of Corruption Prevention, the Supreme People's Procutorate and the Foreign Affairs Committee of the National People's Congress, was headed by Vice Foreign Minister Wu Dawei and Vice Minister of Supervision and Deputy Director of the National Bureau of Corruption Prevention Qu Wanxiang.

Addressing the conference, Wu elaborated China's policies and proposition on stepping up international cooperation against corruption. He stressed that it is the focus and top priority of Convention implementation to promote international cooperation. States Parties should enhance mutual trust, highlight priority, pay attention to the actual effect and tangibly implement the cooperative measures defined in the Convention.

Qu delivered a speech on the issue of "corruption prevention" and introduced China's National Bureau of Corruption Prevention and efforts of preventing corruption. He indicated the willingness of intensifying international cooperation on corruption prevention in the principles of equality, mutual benefit, respect for differences and effectiveness.

The conference deliberated on three key issues: reviewing implementation of the Convention, asset recovery, and technical assistance. Paying special attention to technical assistance and asset return, the developing countries proposed that States Parties strengthen political will in this regard and give top priority to those issues. Six resolutions concerning the review of implementation of the Convention, asset recovery, coordination and technical assistance and bribery of officials of public international organizations were adopted by the conference. It was decided to hold the third Conference of States Parties in Qatar 2009.
