Vice Foreign Minister Song Tao Heads the Chinese Delegation to Attend the Third Session of the Conference of the States Parties to the United Nations Convention against Corruption

The Third Session of the Conference of the States Parties to the United Nations Convention against Corruption was held in Doha, capital of Qatar, from November 9 to 13, 2009. The session was chaired by the Attorney-General of Qatar. There were 131 government delegations and 16 inter-governmental international organizations attending the session. The Chinese delegation was headed by Vice Foreign Minister Song Tao and Vice-Minister of Supervision and Deputy Director of the National Bureau of Corruption Prevention Qu Wanxiang. At the general debate session, Song Tao introduced the latest development of China's implementation of the “United Nations Convention against Corruption" and expressed China’s strong desire to strengthen solidarity and cooperation with other countries and jointly advance the international anti-corruption struggle. He called on countries to further strengthen international cooperation in extradition, judicial assistance, assets recovery and other fields so as to create a clean and transparent legal environment for global economic recovery and development. Song stressed that China supports the establishment of the compliance review mechanism, which must be established for the sake of effectively promoting the implementation by the States Parties to the Convention rather than for the purpose of interfering in the internal affairs of other countries. Qu Wanxiang said that China has always regarded the opposition to and the prevention of corruption as a key task that determines the success and failure of the cause of socialism with Chinese characteristics and the long-term peace and stability of China. In recent years, the Chinese government has developed the strategic guidelines that focus on fighting corruption in a comprehensive way, addressing both its symptoms and root causes, combining punishment with prevention, and putting emphasis on prevention. The system for punishing and preventing corruption was being improved. Qu stressed that China's anti-corruption work aims at serving economic and social development, safeguarding the fundamental rights and interests of the public, and enhancing the standardization and transparency in the execution of administrative power. The session adopted resolutions concerning compliance review mechanism, asset recovery and technical assistance and decided to formally establish compliance review mechanism, which will start reviewing the implementation of the Convention by States Parties from 2010. The session also decided that the fourth and the fifth sessions will be held in Morocco and Panama respectively.
