Mr. Lu Xinhua, born in Zhejiang Province in January 1951, graduated from Hangzhou University.

1974-1981 Staff member, General Office of Ministry of Foreign Affairs

1981-1986 Attaché, Third Secretary and then Second Secretary, Permanent Mission of the PRC to the United Nations

1986-1988 Second Secretary, the Department of Personnel of Ministry of Foreign Affairs

1988-1998 Secretary, General Office of Ministry of Foreign Affairs and General Office of the State Council

1998-2001 Ambassador Extraordinary and Plenipotentiary of the PRC to the Republic of Finland

2001-2002 Ambassador, of Ministry of Foreign Affairs

2002-2003 Assistant Minister of Foreign Affairs
