In 2010, the good-neighborly friendship and cooperation between the People's Republic of China and the Kyrgyz Republic made continued progress.

The two countries maintained contacts at all levels. On 25 November, Premier Wen Jiabao had a bilateral meeting with Interim President Rosa Otonbaeva on the sidelines of the Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) in Dushanbe. The two sides exchanged views on China-Kyrgyzstan relations, bilateral economic cooperation and trade, Kyrgyzstan's domestic situation and other issues. From 2 to 5 August, Minister for Economic Regulation of the interim government of Kyrgyzstan Emil Umetaliev led a delegation to attend the activities of the Kyrgyz National Pavilion Day at the Shanghai World Expo. From 24 to 29 August, Foreign Minister of the interim government of Kyrgyzstan Ruslan Kazakbaev visited China. Vice President Xi Jinping met with him and Foreign Minister Yang Jiechi held talks with him. The two sides exchanged views in an in-depth manner on bilateral relations and international and regional issues of mutual interest. The two foreign ministers signed the plan of cooperation between the Chinese and Kyrgyz foreign ministries (2011-2012). Leaders of government departments and financial institutions such as the Ministry of Education, the Ministry of Commerce and the Export-Import Bank of China met with Foreign Minister Ruslan Kazakbaev. The Foreign Minister and his delegation also visited Shanghai, Henan and Xinjiang.

Exchanges between government departments of the two countries continued to grow. On 25 March, Minister of Culture Cai Wu met with Director Zhunusov of the Kyrgyz Culture Agency in Beijing, who came for the 7th Meeting of Ministers of Culture of the SCO Member States. In the second half of April and June, Ambassador Zhao Xidi and Ambassador Gao Yusheng of the Chinese Foreign Ministry led an MFA working group to Kyrgyzstan respectively. They met with leaders of the interim government of Kyrgyzstan to exchange views on the situation in the country and China-Kyrgyz relations.
