Wen Jiabao Holds Talks with Kyrgyz Prime Minister Nikolai Tanayev

On September 21, 2004, Chinese Premier Wen Jiabao of the State Council held talks with Kyrgyz Prime Minister Nikolai Tanayev in the office building of the Kyrgyz government, during which the two sides reached broad consensus.

Wen Jiabao said that the Chinese government attaches importance to relations with Kyrgyz Republic and deems the latter a sincere friend, an important partner and a friendly neighbor. Since the establishment of diplomatic ties over a decade ago, relations between the two countries have been developing continuously and steadily. The two sides have conducted productive cooperation in political and economic fields, which has yielded remarkable results. With the signing of the Treaty on Good-neighborliness, Friendship and Cooperation between China and Kyrgyz Republic, the peaceful philosophy of maintaining lasting friendship between the two peoples has been solidified in legal form, which is a good foundation for the long-term development of relations between the two countries.

Wen indicated that China would like to make joint efforts with Kyrgyz Republic to deepen the current cooperation in an all-round manner on the basis of equality, mutual trust and mutual benefit so as to push the relations between the two countries to progress forward constantly. The Long-Term Cooperation Program from 2004 to 2014 between China and the Kyrgyz Republic to be signed will be another important document in the bilateral relations. The two sides should immediately study how to formulate implementation plans to make a good start for the Program.

He proposed that in the field of economic and trade cooperation, the two sides should create good and stable environment for cooperation between each other's enterprises, try to boost the development of large cooperation projects, and expand cooperation in energy, mineral resources and telecommunications. He added that the two sides should also expand the areas of cooperation, increase the technology content in the cooperation, optimize the trading structure, put an emphasis on increasing the proportion of high-tech and high added-value commodities, realize the diversification of the trading structure, and expand cooperation of the border areas in trade, transportation, ports and tourism so as to promote the common prosperity of the areas where the two countries border with each other.

Wen stressed that jointly combating the three forces, which include forces for "Eastern Turkistan", is an important part of China-Kyrgyz cooperation. The two sides should continue strengthening cooperation to fight terrorism and take concrete and effective measures to ensure the security of the lives and properties of the two peoples.

He noted that cooperation in humanistic areas between China and Kyrgyz Republic, such as education, culture, health, sports and tourism, is an important part of relations between the two countries, which will help deepen the traditional friendship between the two peoples. He suggested that the two sides may enhance exchanges in the above-mentioned areas through holding "Culture Day" activities, art or sports competitions and dispatching more students to each other's country.

Tanayev agreed to the comments and proposals of Wen on relations between the two countries. He said that over the past 12 years, leaders of Kyrgyz Republic and China have met on a number of occasions and set the orientation of development of the bilateral relations. The two sides trust each other politically and their cooperation in economy, trade, security and humanism has been making continuous headway.

He reiterated that developing good-neighborly and friendly relations with China is a persistent policy of the Kyrgyz government. He added that the signing of the cooperation program between the two countries, which is about to take place, would be a great event of epoch-making significance in relations between the two countries. Kyrgyz Republic will make joint efforts with China to actively implement the Program and enhance the mutually beneficial cooperation between the two sides in infrastructure construction, energy, investment, border trade, security, culture and education.

Following the talks, Premier Wen and Prime Minister Tanayev signed the Joint Communiqué Between the Government of the People's Republic of China and the Government of Kyrgyz Republic, the Long-Term Cooperation Program from 2004 to 2014 Between the People's Republic of China and Kyrgyz Republic and the Protocol Between the Government of the People's Republic of China and the Government of Kyrgyz Republic on Demarcating the Boundary Between the Two Countries, and attended the signing ceremony for 5 other documents, including the agreement on economic and technological cooperation between China and Kyrgyz Republic. Afterwards, the two prime ministers also met jointly with journalists.
