On September 22, 2004, President Akayev of the Kyrgyz Republic met with Chinese Premier Wen Jiabao of the State Council in Bishkek. The two sides held talks in a cordial and friendly atmosphere.

Wen Jiabao said that China attaches great importance to the development of bilateral ties with the Kyrgystan and always regards Kyrgystan as a good neighbor, good friend and good partner. The two countries have successfully solved the boundary issue, which now has become a link of friendship between the two peoples. With the signing of the Treaty on Good-Neighborliness and Friendly Cooperation between the two countries, mutual political trust has been strengthened remarkably and cooperation in various fields has been fruitful, which have laid down a solid foundation and become a great treasure for the development of China-Kyrgyz relations. China highly appreciates the support of Kyrgystan on the issue of Taiwan and in the fight against "East Turkestan" and will continue, as always, supporting Kyrgyz efforts to safeguard national independence and sovereignty and to develop the national economy. China is ready to join hands with the Kyrgyz Republic to renew efforts in promoting the long-term good-neighborly and friendly cooperation.

Wen said, "Yesterday Prime Minister Tanayev and I signed the 10-year Cooperation Program between China and the Kyrgyz Republic, which marks a major step to implement the Treaty on Good-Neighborliness and Friendly Cooperation and the agreement reached between President Hu Jintao and Your Excellency President Akayev. We will, within 10 years to come, try to bring our bilateral cooperation in trade and commerce, transportation, energy resources and mining to a new high."

Wen emphasized that the "three forces", i.e. terrorism, separatism and extremism, including the "East Turkestan", have increasingly become the major threats to regional security and stability. Facts show that we must fight and annihilate the three evil forces resolutely and thoroughly. China stands ready to strengthen consultations and cooperation with Kyrgystan in this respect to jointly safeguard peace and stability in the region.

Akayev said that China is a great neighbor and a sincere partner of Kyrgystan. The establishment and development of good-neighborly and friendly relations of cooperation with China is one of the greatest achievements of Kyrgystan since its independence. The two sides have conducted productive cooperation in various fields, and economic and trade cooperation has become the engine driving the all-round development of the bilateral ties. The 10-year Cooperation Program signed yesterday is a very important document, which reflects the good wishes of both countries to deepen the mutually beneficial cooperation. He believes that the Program will effectively promote bilateral cooperation between the two countries.

Akayev reiterated that the Kyrgyz Republic would continue following the one-China policy firmly.

Akayev also emphasized that the Kyrgyz Republic is a reliable partner of China in fighting against the "three forces" and expressed willingness to cooperate with China closely in this field.

On the same day, Wen Jiabao also met respectively with Abdygany Erkebayev, Chairman of Kyrgyz Legislative Assembly and Altay Borubayev, Chairman of the Assembly of People's Representative of the Supreme Council of Kyrgyzstan.

In the evening of that same day, Wen Jiabao also visited the staff of Chinese embassy to Kyrgystan and epresentatives of Chinese-invested institutions, fellow Chinese and Chinese students in Kyrgystan.
