On August 14, 2007, visiting Chinese President Hu Jintao held talks with Kyrgyz President Kurmanbek Bakiyev in Bishkek. Both sides reached important consensus on boosting pragmatic cooperation, safeguarding regional peace and stability and pushing for pragmatic cooperation of the Shanghai Cooperation Organization (SCO) in all areas. Hu said during Bakiyev's China visit last year, both sides worked out plans for enhancing cooperation in various fields, thus pushing bilateral ties to a new level. Hu hailed the China-Kyrgyzstan relationship, saying it has been featured with enhanced political mutual trust and positive progress in such fields as trade and economy, transportation, security and culture. Both sides have also cooperated closely in the UN, SCO and other multilateral frameworks, thus promoting the SCO development and contributing to security and stability of the two countries and the whole region. He appreciated Kyrgyzstan's persistent firm support to China on such issues as the Taiwan question. China will, as always, support Kyrgyzstan in following its own path of development which fits its domestic situation and the country's strive for preserving national sovereignty, security and for national economic progress, he said. "China sincerely hopes for stability, development and prosperity in Kyrgyzstan," he said. "China and Kyrgyzstan are neighbors sharing river and mountains, and close cooperation partners," Hu said. The Chinese government attaches importance to developing good-neighborly and friendly cooperation with Kyrgyzstan, said Hu, adding that to consolidate and develop bilateral ties is common aspiration shared by both peoples. The Chinese president proposed both sides make joint efforts in the following three aspects to expand and deepen cooperation in all areas. First, boost pragmatic cooperation. Hu proposed that the two countries push for progress in large economic and technological cooperation projects, manage to improve the investment environment, better regulate trade orders and provide convenience for business operations between enterprises from the two countries. He urged both sides to deepen cooperation between their neighboring regions on trade, transportation, ports and tourism and carry out cultural, educational and youth exchanges to cement the social basis of bilateral ties. Second, strengthen counter-terrorism cooperation. Hu slammed the rampant "three evil forces" -- terrorism, separatism and extremism -- in the region, urging the law enforcement organs of the two countries to strengthen cooperation within the bilateral framework and the framework of the SCO to jointly safeguard regional security and stability. Third, he also pledged to jointly promote political mutual trust, unity and coordination among SCO member countries, in order to reap more tangible achievements in such fields as politics, security, economy and humanities. Hu vowed that China will continue to support multilateral and bilateral economic cooperation projects within the SCO framework to promote common development. Speaking on the same occasion, Bakiyev praised China as a good partner of political and economic cooperation for his country, and that development of good-neighborly relations of friendship and cooperation with China is a priority in the foreign policy of Kyrgyzstan. "There exists no barrier to the development of relations between Kyrgyzstan and China. Kyrgyzstan wishes to join hands with China in well implementing the Kyrgyzstan-China treaty on good-neighborliness, friendship and cooperation and the Kyrgyzstan-China 10-year cooperation program, and keep promoting bilateral relations to a new high," he said. Trade and economy are priority fields in bilateral cooperation. Kyrgyzstan welcomes Chinese investment and will manage to create favorable investment conditions and environment for Chinese investors, he pledged. Bakiyev hopes the two countries will strengthen cooperation in such fields as electric power generation, transportation, telecommunications, energy, natural resources, food and tourism, as well as regional trade exchanges. At the same time, he expressed hope to continue cooperation with China on culture, science, education and other humanistic areas. Kyrgyzstan is willing to strengthen cooperation with China within the framework of the SCO, firmly crack down on the "three evil forces" and further tap potential for economic cooperation within the SCO, he said. "Kyrgyzstan hopes to make joint efforts with other SCO members, including China, to make the upcoming SCO summit a great success," the president said. Following the talks, the two leaders signed a joint statement on further deepening good-neighborly relations of friendship and cooperation, and attended a signing ceremony of 9 cooperation agreements concerning economy, technology, infrastructure construction, education, environmental protection and narcotics control. Later, the two heads of state jointly met with journalists. Prior to the talks, Bakiyev held a grand welcoming ceremony for Hu's visit. Chinese Vice Premier Wu Yi attended the above-mentioned activities.
