On November 14, 2007, Assistant Foreign Minister Kong Quan met with the delegation led by the head of the Department of Consular Service of the Kyrgyz Ministry of Foreign Affairs attending the second round of consular consultations in China. Kyrgyz ambassador to China Sarbaev was present at the meeting.

Kong made highly positive remarks on the achievements of the bilateral good-neighborly and cooperative relations since the establishment of diplomatic ties 15 years ago and fully recognized the positive role of the consular departments of the two countries in promoting the healthy development of bilateral ties and non-governmental exchanges. He especially discussed the impact of the business prohibition order on Chinese businesses with the Kyrgyz delegation and expressed hope that the Kyrgyz side properly handles the issue and reduces the impact of the order on Chinese businesses from the perspectives of maintaining the good-neighborly and cooperative relations between China and Kyrgyzstan, the history of bilateral nongovernmental trade and the current need of the Kyrgyz market.
