On March 16, 2004, Chairman Jiang Zemin of the Central Military Commission sent a message to Russian President Vladimir Putin to sincerely congratulate him on his re-election as the President of the Russian Federation. He indicated that he believed China-Russia strategic cooperative partnership would turn over a brighter chapter with concerted efforts of both sides.
