I Bilateral Relations 1. Brief Review of Bilateral Political Relations Ukrainian current President Leonid Danilovich Kuchma once visited Chinain December 1995 and November 2002. In April 2003, Chinese President Hu Jintao met with Ukrainian President Kuchma in Beijing. Kuchma paid a stopover visit to Beijingafter his visit to Hong Kong. Chinaand Ukrainehave already signed more than 90 agreements on bilateral cooperation. According to statistics from the General Administration of the Customs of China, the trade volume between Chinaand Ukraineamounted to US$590 million in 2000, up 40.3 percent compared with the previous year. In 2001, bilateral trade volume between the two countries came to US$857 million, up 45.1 percent over the previous year. The figure rose to US$1.234 billion in 2002, with an increase of 43.9 percent over the previous year. So far, Ukraineremains China's third largest trading partner among the members of the former Soviet Union. The regional exchanges between the two countries have also been active. The two countries have so far built 17 pairs of friendship provinces, prefectures, and cities. 2. Political relations and important contacts From September 19 to 23, 2002, at the invitation of Chairman Qincheko of Ukrainian Supreme Council, Verkhovna Rada, Dai Bingguo, Minister of International Liaison Department of the Communist Party of China Central Committee, headed a delegation to Ukraine. Dai met with Ukrainian President Kuchma, Assembly Speaker Litewemn, State Secretary of Ministry of Foreign Affairs Khalei, Chairman of the Foreign Affairs Committee of the Parliament Tabachinik, former President Leonid Kravchuk, First Secretary of Ukrainian Communist Party Simennk, and Kalshesiki, Director of the Ukrainian Institute of Strategic Studies. From October 27 to 31, 2002, at the invitation of the Committee for Foreign Affairs of the Verkhovna Rada, Zeng Jianhui, Director of the Foreign Affairs Committee of the National People's Congress (NPC), led a delegation to Ukraine. Ukrainian Assembly Speaker Litewemn, First Deputy Director of the General Office of the Presidential Palace Harasaovshiki, and State Secretary of Foreign Ministry Silkayevf respectively met with the delegation. Chairman of the Foreign Affairs Committee of the Ukrainian Parliament Tabachinik held work talks with the delegation. From November 17 to 20, 2002, at the invitation of President Jiang Zemin, Ukrainian President Kuchma paid a state visit to China. During the visit, Kuchma met with Chinese President Jiang Zemin, Chairman of the Standing Committee of the National People's Congress Li Peng, Chairman of the Chinese People's Political Consultative Conference (CPPCC) Li Ruihuan, Vice Premier Li Langqing, State Councilor Chi Haotian, and Foreign Minister Tang Jiaxuan. President Jiang and President Kuchma signed the Joint Declaration between the People's Republic of Chinaand the Republicof Ukraine. The two countries also signed the Agreement on Cooperation of Intellectual Property Right between the Government of the People's Republic of China and the Government of the Republic of Ukraine; the Protocol on Cooperation in the Field of Aviation technology between the Commission of Science, Technology and Industry for National Defense of the People's Republic of China and the Ministry of Industrial Policies of the Republic of Ukraine; and the Exchange of Notes on the Provision of Aids by the Chinese Government to the Ukrainian Government. President Kuchma also brought his tour to the cities of Jinanand Tai'an, of ShandongProvince. From November 29 to December 1, 2002, a Chinese delegation headed by State Councilor and Secretary General of the State Council Wang Zhongyu paid a visit to Ukraine. On March 28, 2003, Chinese Foreign Minister Li Zhaoxing held a phone conversation with Ukrainian Foreign Minister Anatoly Maximovich Zlenko. On April 3 2003, Chinese President Hu Jintao met with his Ukrainian counterpart Kuchma. The two presidents exchanged viewpoints on bilateral relations, and international and regional issues of common concern. Kuchma made a stopover visit to Beijingafter ending his visit to Hong Kong. II, Joint Statements and Communiqués between Chinaand Ukraine: 1, the Joint Communiqué on the Visit of Ukrainian Foreign Minister Anatoly Maximovich Zlenko to China(issued on January 31 2002, in Beijing) 2, the Joint Statement between the People's Republic of China and the Republic of Ukraine (singed on November 18 2002 by Chinese President Jiang Zemin and Ukrainian President Kuchma in Beijing) III. Important Messages and Cables between the Two Countries From August 16 to 19, 2002, President Jiang Zemin and Foreign Minister Tang Jiaxuan respectively sent congratulatory messages to their Ukrainian counterparts Kuchma and Zlenko on the 11 anniversary of the independence of Ukraine. On August 29, September 2, 2002, Ukrainian Premier Antoly Kinakh and Foreign Minister Zlenko respectively sent letters to China Chinese Premier Zhu Rongji and Foreign Minister Tang Jiaxuan, expressing thanks for the humanitarian aids by the Chinese side to Ukraineover the L'vov air accident. On October 1 2002, Ukrainian President Kuchma, Speaker Litevemn, Foreign Minister Zlenko respectively sent congratulatory letters to their Chinese counterpart Jiang Zemin, Li Peng, and Tang Jiaxuan on the celebration of the National Day of China. On November 7, 2002, Chairman of Ukraine-China Congressmen of the Supreme Council of Ukraine Pavrofshki sent a congratulatory letter to Chinaon the celebration of the convention of the 16th National Congress of the Communist Party of China (CPC). On November 8 2002, Ukrainian President Kuchma sent a letter to Chinese President Jiang Zemin congratulating on the holding of the 16th National Congress of the CPC. On November 16 2002, First Secretary of the Ukrainian Communist Party Simemnk sent a congratulatoy telegram to Hu Jintao on his election of the General Secretary of the the Central Committee of the CPC. On November 25 2002, Premier Zhu Rongji sent a congratulatory telegram to Victor Yanukvich on his election of Ukrainian Premier. On November 26 2002, Ukrainian President Kuchma sent a letter to Chinese President Jiang Zemin, expressing thanks for the warm-hearted reception during his visit to China. On December 3 2002, Foreign Minister Tang Jiaxuan sent a congratulatory letter to his counterpart Zlenko on his reelection of Ukrainian Foreign Minister. On December 6 2002, Ukrainian Foreign Minister Zlenko sent a congratulatory telegram to his Chinese counterpart Tang Jiaxuan on Shanghai's successful bid to hold the World Exposition in 2010. On December 9 2002, Ukrainian President Kuchma sent a congratulatory telegram to his Chinese counterpart Jiang Zemin on Shanghai's successful bid to hold the World Expo. In February 2003, Ukrainian President Kuchma sent telegrams to Chinese President Jiang Zemin and General Secretary of the CPC Hu Jintao respectively expressing his condolence over the casualties caused by the earthquake in the Xinjing Uygur Autonomous Region. In March 2003, Chairman of the Supreme Council of Ukraine Letivemn sent congratulatory messages to Jia Qinglin and Wu Bangguo on their election of Chairman of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the Standing Committee of the National People's Congress (NPC) respectively. In March 2003, Vice Chairman of the Supreme Council of Ukraine Qincheko sent a congratulatory message to Li Guixian on his election of Vice Chairman of the CPPCC. On March 17, 2003, Ukrainian Foreign Minister Zlenko sent a congratulatory message to Li Zhaoxing on his election of Minister of Foreign Affairs of China. On March 18, 2003, Ukrainian President Kuchma sent a congratulatory letter to Hu Jintao on his election of Chinese President. On March 19, 2003, Secretary General of the Ukrainian Government Yachup sent a congratulatory message to Wang Zhongyu on his election of Vice Chairman of the Chinese People's Political Consultative Conference. On March 22, 2003, Ukrainian Premier Victor Yanukvich sent a congratulatory letter to Wen Jiabao on his election of the Premier of China. On March 27, 2003, Ukrainian President Kuchma extended a congratulatory letter to Jiang Zemin on his election of Chairman of the Central Military Commission of the People's Republic of China. On April 21, 2003, Ukrainian President Kuchuma extended a letter to Chinese President Hu Jintao, expressing thanks to the Chinese side for friendly receptions he met during his visit to Hong Kongand Beijing. In May 2003, Ukrainian President Kuchuma sent a telegram to Chinese President Jiang Zemin to express his sympathy and condolence to the Chinese people for their fight against SARS. In May 2003, Ukrainian President Kuchma, Chairman of the Supreme Council Letivemn respectively sent telegrams to Chinese President Hu Jintao and Chairman of the NPC Wu Bangguo, expressing their sympathy to the coal mine explosion in East China's AnhuiProvince. On May 7, 2003, Ukrainian President Kuchuma sent a telegram to his Chinese counterpart Hu Jintao expressing sympathy over the Chinese submarine accident. On May 26, 2003, Foreign Minister Li Zhaoxing sent a letter to his Ukrainian counterpart Zlenko expressing sympathy and condolence on the crash of a Ukrainian plane in Turkey. IV, Economic cooperation and trade relations 1, From July 9 to 14, 2002, Chairman of the Supervisory Committee of China's State-owned Enterprises (SOEs) Jiang Junlu headed a delegation to Ukraine. 2, From October 20 to 23, 2002, Deputy Director of China's Bank of Import and Export Zhu Hongjie led a delegation to visit Ukraine. 3, From October 27 to 30, 2002, Deputy Shanghai Mayor Jiang sixian visited Ukraine. During the visit, Jiang met with Director of the General Office of the President of Ukraine Medvich, State Secretary for Ukrainian Economic Integration with the European Union (EU) Zkaruk, Deputy State Secretary of Foreign Ministry yerchenko, and the General Manger of the Center for International Exhibition Moshak. 4, From November 22 to 27, 2002, the seventh meeting of Sino-Ukrainian Joint Economic and Trade Committee was held in Kiev, Capital of Ukraine. Vice Minister of Foreign Trade and Economic Cooperation Zhou Keren led a delegation to attend the meeting. Statistics from the General Administration of Customs of Chinaindicates that the total trade volume between Chinaand Ukrainein 2002 stood at US$1.234 billion, up 43.9 per cent compared with that of the previous year. Of the total, China's import was US$706 million and export US$528 million, up 15.7 and 113.5 percent respectively from the previous year 5. Scientific and technological cooperation and exchanges in other fields From April 17 to 23, 2002, a Chinese delegation headed by a special senior envoy of the Ministry of Personnel Li Youwei paid a visit to Ukraine. From May 29 to June 4, 2002, Yuan Fuchang, President of the Foreign Affairs College affiliated to China's Foreign Ministry, headed a delegation to Ukraine. From June 9 to 13, 2002, Wu Dong, Vice Chairman of Jiangsu Provincial People's Political Consultative Conference, headed a delegation to visit Ukraine. From June 14 to 18, 2002, Vice Minister of Education Zhao Xinping was invited to visit Ukraineand met with Kulri, First Deputy Secretary of Ukrainian Ministry of Education and Science. After the talks, the two sides signed the Agreement on Educational and Scientific Cooperation between the Ministry of Education of the People's Republic of Chinaand the Ministry of Education and Science of the Republicof Ukraine. Ukrainian Vice Premier Semynozhenko also met with the Chinese guests. From July 8 to 12, 2002, Governor of Fujian Province Xi Jinping headed a delatation to visit Ukraine. From July 22 to 28, 2002, Fu Limin, Vice President of the China Association for Classmates in Europeand the United States, and President of the Branch Association for Classmates in Ukraine, visited Ukrainewith a delegation. From July 28 to 30, 2002, Beijing Deputy Mayor Zai Hongxiang headed a delegation to visit Ukraine. From August 9 to 14, 2002, Wang Hong, Secretary of the Chongqing Party Committee and Managing Deputy Mayor of the Municipality, headed a delegation to visit Ukraine. From September 7 to 11, 2002, Chairman of the Guangzhou People's Political Consultative Conference Chen Kaizhi visited Ukrainewith a delegation. From September 19 to 24, 2002, Director of the State Auditing Administration Liu Jiayi headed a delegation to visit Ukraine. From September 22 to 26, 2002, Vice Chairman of the Yunnan Provincial People's Political Consultative Conference Ba Caiji headed a delegation to Ukrainefor a visit. From October 23 to 28, 2002, Vice President of the Chinese People's Association for Friendship with Foreign Countries Li Xiaolin visited Ukrainewith a delegation. From November 20 to 28, 2002, President of the Ukrainian Presidential Management Academy Rokovoyi headed a delegation to Ukrainefor a visit. From January 15 to 22, 2003, a seven-member Ukrainian delegation, headed by Secretary General of the Ukrainian Government Yachuba and Director of the General Bureau of Personnel Lelikov, paid a visit to China. State Councilor and Secretary General of the State Council Wang Zhongyu met with the delegation. 6. Military Exchanges From June 25 to 28, 2002, Ding Yiping, Commander of the Chinese Bei Hai Fleet, headed a Chinese navy fleet formation to visit Ukraine.
