On November 10, 2006, Chairman Wu Bangguo of the Standing Committee of the National People's Congress (NPC) of China met with Russian Prime Minister Mikhail Fradkov at the Great Hall of the People.

Wu spoke highly of the sound development of Sino-Russian strategic cooperative partnership. He said over the past year the two countries have witnessed frequent meetings between their leaders, reached new consensus on bilateral ties and major international and regional issue, strengthened mutual trust and support on major issues, strongly pushed for cooperation in all areas and enhanced the traditional friendship between the two peoples. Both sides have cooperated closely in international affairs, thus safeguarding their common interest and making important contributions to world peace, stability and development. The "Year of Russia" activities successfully held by both sides show once again that the two governments and peoples have strong aspiration for pushing for bilateral ties and strengthening friendly exchanges and mutually beneficial cooperation. The parliaments of China and Russia are expected to make joint efforts to participate in the "Year of China" to be held in Russia in 2007 to tap advantages of parliamentary exchanges, enrich cooperation and serve the overall situation of China-Russia strategic partnership of cooperation.

Fradkov said the successful holding of "Year of Russia" has helped promote economic, trade, humanities exchanges and build up mutual understanding between the two peoples. He believed that the "Year of China" to be held in Russia next year would also be a great success. Fradkov said Russia-China parliamentary exchanges are of great significance to bilateral cooperation in all areas and he hoped both sides make joint efforts to push for their strategic cooperative partnership.
