Premier Wen Jiabao Holds Talks with Kazakh Prime Minister Masimov

On April 9, 2008, Chinese Premier Wen Jiabao held talks with Kazakh Prime Minister Karim Masimov at the Great Hall of the People. Both sides exchanged in-depth views on bilateral ties and issues of common concern and reached broad consensus.

The two leaders agreed that bilateral relations had entered a new stage of full development with frequent high-level exchanges, deepening political mutual trust and remarkable cooperation achieved under the strategic partnership established in 2005. They also agreed that the two countries supported each other on major issues concerning state sovereignty, territorial integrity and social stability as well as collaborating in international and regional affairs.

Wen said China regarded Kazakhstan as a friendly neighbor and important cooperative partner and was ready to join with it to enrich the strategic cooperation for the benefits of both peoples and promote regional peace and development. Wen suggested both sides enhance cooperation in the following four aspects. First, further strengthen coordination to ensure the smooth construction of the China-Kazakhstan crude oil pipeline and China-Kazakhstan natural gas pipeline projects, as well as other energy cooperation projects for early results. Second, give play to the role of China-Kazakhstan cooperation committee and earnestly implement the agreement on non-resource economy. Wen urged both sides to encourage two-way investment and promote innovation of financing channels to push bilateral pragmatic cooperation for new achievements. Third, improve customs clearance capacity and quicken road construction to facilitate goods and personnel exchanges between the two countries. Fourth, step up exchanges and cooperation on culture, education, science, technology, health and sport.

Masimov hailed the steady, rapid development and broad prospects of Kazakhstan-China friendly and mutually beneficial cooperation, adding that his country will as always resolutely push forward the strategic partnership with China. He said Kazakhstan attached importance to oil and gas exploration and cooperation in non-resource economy with China. Kazakhstan would improve infrastructure construction in ports, realize railway and highway connections as soon as possible and enhance cooperation in customs and banking, in order to advance trade and personnel exchanges between the two countries, he added.

Wen said the Shanghai Cooperation Organization (SCO) has played an important role in promoting stability of Central Asia and in enhancing economic and social development level of its member countries. China was willing to enhance cooperation with Kazakhstan under the SCO framework and work with other members in earnestly implementing the treaty of long-term good-neighborliness and friendly cooperation among the SCO member states, to promote cooperation in the fields of politics, security, economy and humanities, said Wen. Masimov also said Kazakhstan was ready to cooperate with China in law enforcement and security, fight "the three forces" of terrorism, extremism and separatism and push forward the development of SCO.

Kazakhstan adhered to the one-China policy and supported the Beijing Olympic Games, Masimov said, adding that his country is ready to make contribution in this regard. Kazakh President Nursultan Nazarbayev would attend the opening ceremony of the Olympics, Masimov said. Wen Jiabao expressed thanks for this.

Following the talks, the two leaders jointly signed a joint communique between the two governments and witnessed the signing of a series of bilateral cooperation agreements in non-resource economy and other areas.

Prior to the talks, Premier Wen held a welcoming ceremony for Masimov's visit at the North Hall of the Great Hall of the People. Vice-Chairman of Central Committee of China Zhi Gong Party Wang Qinmin, Chairman of the State Development and Reform Commission (SDRC) Zhang Ping, Minister of Railways Liu Zhijun, Vice Foreign Minister Wang Yi and Chinese Ambassador to Kazakhstan Zhang Xiyun attended the welcoming ceremony.
