I. At the invitation of President Armando Emilio Quebuza of the Republic of Mozambique, President Hu Jintao of the People's Republic of China paid a state visit to the Republic of Mozambique from 8 to 9 February 2007.
II. During the visit, President Hu Jintao of the People's Republic of China was accorded warm hospitality by President of Mozambique. The two sides held official talks. President Hu Jintao also met with President of the Assembly of Republic Eduardo Joaquim Mulembwe.
III. The two heads of state had a frank and in-depth exchange of views and reached broad agreement on building on the success of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), and on bilateral relations and friendly cooperation and international and regional issues of mutual interest.
IV. The two sides hailed China-Mozambique traditional friendship, the sound growth of their bilateral relations in the 31 years since the establishment of their diplomatic ties, and their cooperation in economic and social sectors. The two sides agreed to increase high level contacts between their governments and parliaments and between the Communist Party of China and the Front for the Liberation of Mozambique. The two sides also agreed to deepen mutually beneficial economic cooperation and expand interactions in social and cultural fields, in an effort to further consolidate and upgrade their bilateral relations.
V. The two sides pledged to support each other on matters concerning their sovereignty and territorial integrity. The Chinese side appreciated the Mozambique Government's support for China's noble cause of peaceful reunification. The Mozambique Government reiterated its commitment to the one China policy, its opposition to "Taiwan independence" in any form, including "de jure Taiwan independence", and its opposition to Taiwan's attempt to join any international or regional organization consisting only of sovereign states.
VI. The two sides recognized the high complementarity of their economies and the great potential for growth of their economic cooperation and trade and agreed to encourage their enterprises to carry out mutually beneficial cooperation in agriculture and infrastructure development. With a view to strengthening China-Mozambique cooperation, the two sides signed a series of agreements on partial debt cancellation, the construction of the Mozambique national stadium, the setting up of an agricultural technology pilot center, the building of two rural schools, and various infrastructure projects.
VII. The two sides applauded the positive role of FOCAC and the Forum for Economic and Commercial Cooperation between China and Portuguese Speaking Countries (Macao) in promoting bilateral economic cooperation and trade, and pledged to deepen mutually beneficial economic cooperation and trade.
VIII. The two sides briefed each other on their respective domestic developments. President Hu Jintao commended the Mozambique Government's achievements in maintaining stability and national unity and realizing economic renewal and sustainable development. On behalf of the Mozambique Government and people, President Armando Emilio Quebuza thanked the Chinese Government and people for their assistance in various forms for Mozambique's fight and endeavors for national independence and economic and social development.
IX. The two sides agreed to strengthen consultation and coordination in multilateral affairs to jointly safeguard the interests of developing countries and promote fairer and more reasonable development of the international political and economic order. The Chinese side appreciated Mozambique's active participation in African and international affairs and its contribution to regional peace, stability and development.
X. The two sides hailed the outcome of FOCAC Beijing Summit and agreed to work together to build on the success of the Summit and advance the new type of strategic partnership between China and Africa featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges.
XI. The Chinese side expressed its appreciation to the Mozambique Government and people for the warm hospitality accorded to President Hu Jintao and his delegation during their visit to Mozambique.
