UN Register of Conventional Arms

Considering that appropriate and reasonable transparency in arms contributes to confidence building among states, China has all along attached importance to the UN Register of Conventional Arms and hopes that the UN Register could operate normally and effectively. Moreover, we hope that the Register?s universality could be improved so that it could play its part in enhancing confidence among states as well as global and regional security. China had participated in the UN Register since 1993. However, by registering its arms sales to Taiwan at the UN Register for consecutive years, the United States violates the stipulation by the relevant UNGA resolution that the Register should only record the conventional arms transfers among sovereign states, undermining the purposes and principles of the Register and posing a serious obstacle to China?s participation in the Register. Therefore, China decided to suspend its participation in the Register since 1998. The knot is for the knitter himself to tackle. The United States should rectify its wrongdoing so as to create favorable conditions for China?s re-participation in the Register.
