The Chinese Government has all along advocated the complete prohibition and thorough destruction of the biological weapons and fulfilled its obligations set out by the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (hereinafter referred to as Convention) in an earnest manner. China has taken an active part in the negotiations on the protocol with a view to strengthening the effectiveness of the Convention and put forward many helpful suggestions and opinions, making its own efforts in this regard.
China believes that, under the situation of complicated and increasing threats of biological terrorism, it is an effective way to comprehensively and equitably implement the Convention and to combat the above-mentioned threats with the accomplishment of a legally binding protocol through multilateral negotiations. China will actively participate and play a constructive role in the Annual Meetings of States Parties and meetings of Experts decided by the Resumed Session of the Fifth Review Conference. China would like to continue its consultation and cooperation with parties concerned to seek specific measures in the comprehensive and effective implementation of the Convention under the multilateral framework.
