Statement of the Chinese Delegation on Draft Resolution "Compliance with non-proliferation, arms limitation and disarmament agreements" (L.1/Rev.1) after the Vote

(October 31, 2005, New York) Mr. Chairman, China all along believes that the full compliance by States Parties with arms limitation, disarmament and non-proliferation agreements is conducive to promoting the international disarmament and non-proliferation efforts, hence enhancing the international peace and security. China therefore agrees with the main thrust of the draft resolution "Compliance with non-proliferation, arms limitation and disarmament agreements" (L.1/Rev.1). However, we notices that some very important elements and principles, which was included in the Resolution "Compliance with arms limitation and disarmament and non-proliferation agreements" (57/86) adopted by consensus by the General Assembly in 2002, have not been fully reflected in the draft resolution this year. We believe these elements and principles are still valid and important under current international situation. Therefore, they should have been reaffirmed and upheld. Therefore, the Chinese delegation didn't participate in the voting on the draft resolution "Compliance with non-proliferation, arms limitation and disarmament agreements" (L.1/Rev.1).
