Statement by the Chinese Representative on the Iranian Nuclear Issue at the IAEA Board of Governor Meeting

Mr. Chairman, Just now the E3+3 made a joint statement on the implementation of the NPT safeguards agreement and relevant Security Council resolutions in Iran. China associates with the statement. The Chinese delegation takes note of the latest report in that regard by the DG. The report states that the Agency continues to verify the non-diversion of declared nuclear material in Iran. At the same time, the Agency is not able to conclude that all nuclear material in Iran is in peaceful activities. We hope the DG would provide further information on the sources of the information used in the report. We also hope that the Agency and the DG continue to play a constructive role in the implementation of safeguards in Iran and promoting an appropriate solution of Iranian nuclear issue with an objective and impartial attitude. Mr. Chairman, China is of the view that as a State Party to the NPT, Iran has the right to peaceful uses of nuclear energy and at the same time should fulfill related international obligations. We hope that Iran fully implement the relevant resolutions of Board of Governors of the Agency and the Security Council, strengthen its cooperation with the Agency to enhance the confidence of the international community in the peaceful nature of its nuclear program. The Iranian nuclear issue is both complicated and sensitive. Dialogue and negotiations are the right way to its solution and conform to the common interest of all parties. Since December last year, E3+3 and EU has held two rounds of dialogue with Iran. Although no substantial progress has been achieved, all the parties have affirmed the basic approach of "dialogue and cooperation for common understanding", deepened the knowledge of each other's position and expressed the positive desire for further dialogue. This is undoubtedly very important for promoting the process of a diplomatic solution. China is confident that as long as all the parties concerned maintain necessary patience, persist in dialogue and negotiation and take effective measures to enhance mutual trust, there will be progress in dialogue and negotiation and the necessary conditions will be created for a comprehensive, long-term and appropriate solution of the Iranian nuclear issue. Mr. Chairman, China has always made its utmost to facilitate dialogue and negotiation and actively promoted the process of a diplomatic solution. China is ready to work with all the parties and, proceeding from the preservation of international nuclear non-proliferation regime and the maintenance of peace and stability in the Middle East, to continue to play a constructive role for an appropriate solution of the Iranian nuclear issue.
