Statement by the Chinese Delegation on the Iranian Nuclear Issue at IAEA Board of Governors Meeting

Mr. Chairman, The Chinese delegation has taken note of the Director-General's latest report on the "Implementation of the NPT safeguards agreement and relevant provisions of the United Nations Security Council resolutions in the Islamic Republic of Iran". We hope that the Agency and the Director-General will continue to take an objective and impartialapproach, and to play a constructive role in implementing the safeguards on Iran and promoting a proper solutiont to the Iranian nuclear issue. Mr. Chairman, As pointed out in the Director-General's report, the Agency is able to continue to verify the non-diversion of Iran's declared nuclear materials. At the same time, the Agency is unable to conclude that all nuclear materials in Iran is inpeaceful activities. China believes that, as a signatory to the NPT, Iran is entitled to the peaceful uses of nuclear energy and at the same time it should also fulfill relevant international obligations. We hope that Iran will fully implement relevant resolutions adopted by the Agency's Board of Governors and the Security Council, further strengthen its cooperation with the Agency so as to enhance the confidence of the international community in the peaceful nature of Iran's nuclear program. The Iranian nuclear issue is complicated and sensitive. Dialogue and negotiation is the right way to a proper solutionand it is also in the fundamental interests of all parties. It is important for all the parties concerned to adhereunswervingly to dialogue and negotiation under the current circumstances. We are pleased to see that the relevant parties have expressed the positive will to continue the dialogue. Though there are gaps among the positions of all parties, there will be chances for abridging the differences and enlarging common grounds as long as the negotiation is started. China believes that the parties concerned should step up diplomatic efforts and hold a new round of dialogue between the six countries and Iran. They should take effective measures to gradually establish mutual trust so as to create conditions for finding a comprehensive, lasting and proper settlement to the Iranian nuclear issue. Mr. Chairman, China has been making unremitting efforts to work for peace and promote negotiation, and actively pushing for the process of reaching a diplomatic solution. China is ready, together with all other parties, proceeding from the general interests of maintaining the international non-proliferation regime and preserving peace and stability in the Middle-East, to continue to play a constructive role in promoting the dipomatic efforts for a proper settlement to the Iranian nuclear issue.
