China attaches great importance to the humanitarian concerns caused by cluster munitions and supports the international community to adopt practical and feasible measures to resolve relevant problems. China maintains that the priority in resolving the issue of cluster munitions is to earnestly implement the existing international humanitarian laws, including the Protocol on Explosive Remnants of War (ERW). At present, there are still divergent views among parties regarding the ways and means in addressing the issue of cluster munitions. China believes that the issue of cluster munitions should be addressed appropriately in the framework of the CCW while observing the principle of consensus as well as the principle of balance between military needs of various countries and humanitarian concerns, so as to seek an effective way to resolve the humanitarian concerns caused by cluster munitions without undermining the legitimate security interests of countries concerned.
