The Issue of Chemical Weapons Abandoned by Japan in China
During its war of aggression against China, Japan used chemical weapons on many occasions, causing large numbers of deaths and injuries among the Chinese military and civilians. On the eve of its defeat, Japan abandoned large quantities of chemical weapons on the territory of China. To date, the Chemical Weapons Abandoned by Japan (hereinafter referred to as "the ACW") still pose great threat to the lives and property of the Chinese people and to the ecological environment of China.
The Government and the people of China attach great importance to the issue of ACW in China and hold that the ACW should be destroyed completely and thoroughly as soon as possible in accordance with the provisions of the Chemical Weapons Convention (CWC) and the Memorandum of Understanding between the Government of the People's Republic of China and the Government of Japan on the Destruction of the ACW in China. Japan, the Abandoning State Party, shall provide all necessary financial, technical, expert, facility as well as other resources for the purpose of destroying the ACW.
In recent years, through the joint efforts by China and Japan, the work on the disposal of the ACW made some progress. Up till now the two sides have conducted nearly 200 bilateral investigations and excavation operations with more than 50,000 ACW recovered. While destruction operation in a mobile destruction facility officially started October, 2010, the rate of the overall destruction process falls far behind the CWC timeline. China urges Japan, while ensuring the safety of people and environment in China, to submit feasible and detailed plans of destruction, increase inputs, introduce more effective monitoring measures, and make the utmost to accelerate the pace of destruction, so as to fulfill, strictly and earnestly, its obligations under the Convention as the Abandoning State Party. China, as the Territorial State Party, will continue to provide the necessary assistance in accordance with the provisions of the CWC.
