At the invitation of the Bolivian government, Vice Premier of the State Council Hui Liangyu paid an official visit to Bolivia from September 21 to 23, 2011. During the visit, Hui attended the working talks with Bolivian Vice President Alvaro Garcia Linera. Bolivian President Evo Morales met with Hui and hosted a banquet for him. Both sides attended the signing ceremony of bilateral cooperation agreements. The two sides exchanged in-depth opinions on the bilateral friendly relations and mutually beneficial cooperation and reached extensive consensus.

In the afternoon of September 22, Hui cordially met with staffs of the Chinese embassy and consulate in Bolivia as well as representatives of Chinese-funded organizations and overseas Chinese.
