Hu Jintao Hold Talks with the Leaders of India, Brazil, South Africa and Mexico

On the morning of July 7, 2005, Chinese President Hu Jintao held collective talks with Indian Prime Minister Singh, Brazilian President Luis Inacio Lula da Silva, South African President Thabo Mbeki, and Mexican President Vicente Fox, who came to attend the dialogue meeting with the G8 leaders in Gleneagles, Scotland. The leaders of the five developing nations exchanged views on promoting South-South cooperation and achieving common development in a cordial and friendly atmosphere. Hu pointed out in his address that it is the overriding task of developing nations to eradicate poverty, promote development and improve living standards of the people. The growing trend of economic globalization brings not only opportunities but also challenges for developing nations to rejuvenate their economy. We should strengthen our coordination and collaboration to push for greater progress on the issue of development, narrow down the South-North gap and achieve common development. Hu put forward the following specific suggestions: first, to unite and cooperate to safeguard the common interest of developing nations, take consistent actions to strengthen the participation and decision-making rights of developing nations in international affairs, and drive economic globalization toward a balanced and win-win direction of universal benefits; second, to seek common ground while putting aside differences and properly handle the differences. To increase understanding and trust, eliminate differences and expand consensus through consultations and dialogues on the basis of mutual respect, equality and mutual benefit; third, to widen our ways of thinking and deepen South-South cooperation. We should expand cooperation channels, enrich cooperation connotations, innovate cooperation models, expand mutual trade and investment, and strive for a win-win result by drawing on each other's strong points and going for mutually beneficial cooperation; fourth, to improve the occasion to actively promote South-North dialogue. To achieve sustainable development, developing nations must join hands with developed ones. We should urge developed nations through multiple channels to make more efforts to drive the balanced development of the world, take substantial measures to fulfill their commitments and promote the realization of universal prosperity and common development. Hu expressed active support to New Partnership for Africa's Development (NEPAD) and the initiative of eliminating poverty and hunger put forward by Brazilian President Luis Inacio Lula da Silva. Hu advocated earnestly resolving the resurgence of trade protectionism that developing nations are concerned of, carrying out effective and pragmatic cooperation in the principle of "common but differentiated responsibilities" and properly handling global climate changes. The leaders of the other 4 nations addressed the meeting one after other. South African President Thabo Mbeki said that it is the common task faced by developing nations to eliminate poverty and hunger and developing nations should strengthen cooperation. He also hoped that the dialogue meeting between the leaders of G8 and some developing nations could make substantial progress in resolving related problems. Mexican President Vicente Fox stressed that poverty reduction should benefit all social sectors. Indian Prime Minister Singh said that scientific and technological progress has changed the human society, yet it has not resolved the poverty problem. The international community should pay high attention to this and developing nations need to strengthen cooperation. Following the talks, the 5 leaders adopted a common declaration, which emphasizes that developing nations should deal with the challenge of globalization by strengthening South-South cooperation and safeguard the common interest of developing nations by focusing on priority areas and international participation strategy. The declaration considers that the major economies in the world are accountable for boosting global economic growth and development. Poverty and hunger are major barriers to sustainable development. The declaration calls for strengthening coordination and cooperation, fully demonstrating political will and undertaking common responsibilities by effectively implementing international commitments such as Monterrey Consensus adopted in the UN Conference on Financing for Development. The declaration calls for the removal of service and goods trade barriers targeted at developing nations. With regard to climate changes, the declaration urges the leaders of G8 and the international community to establish innovative technology transfer mechanisms, to give full consideration to the concerns and needs of developing nations, and to achieve rational and feasible goals.
