Wu Bangguo Holds Talks with Rebelo, President of Brazil's Chamber of Deputies

On the morning of August 30, 2006, Chairman of the National People's Congress (NPC) Standing Committee Wu Bangguo, who is on an official goodwill visit to Brazil, held talks with Aldo Rebelo, President of Brazil's Chamber of Deputies. Both sides exchanged in-depth views on bilateral ties, parliamentary exchanges and other issues of common interest and reached broad consensus.

Rebelo first extended warm welcome for Wu's arrival. He said China is an important friend of Brazil and his country attaches great importance to developing ties with China. Wu's visit is a symbol of friendship between the two countries, which signifies a bright future for Brazil-China strategic partnership.

Wu made positive comments on bilateral ties. He said the friendly exchanges between the two peoples go back to ancient times. He said bilateral relations have been developing smoothly since their establishment 32 years ago, adding Brazil is the first developing country that has set up strategic partnership with China. Wu said the relationship between China and Brazil is now at its prime time with frequent high-level visits, increasing political trust and growing economic and trade cooperation. Large program cooperation has made positive progress and high and new tech cooperation has become new highlights, he said. The trade mix is undergoing substantive changes with dynamic exchanges in the areas of science, technology, education and culture. All this has brought about tangible benefit to the two countries and their people, he added. China believes that the China-Brazil relationship is one of China's most important bilateral ties with Latin-American countries. China is ready to work with Brazil to push forward the China-Brazil strategic partnership, Wu said.

On parliamentary exchanges, Wu said that the Memorandum of Understanding (MOU) just signed between China and Brazil to set up a regular exchange mechanism between China's National People's Congress (NPC) and Brazil's Chamber of Deputies signifies that the cooperation between the two sides has entered into a new stage for substantive cooperation.  He said he hopes China's NPC and Brazil's Chamber of Deputies will take this opportunity to improve content and quality of cooperation. He suggested both sides make efforts in the following three aspects. The first one, Wu said, is to strengthen the parliamentary exchange mechanism, maintain continuity of parliamentary exchanges and exchange in-depth views on issues of common interest and political trust. The second one, Wu said, is to make an overall plan for bilateral parliamentary cooperation. He hopes the mechanism will cover the exchanges and cooperation at all levels between the two legislative bodies and attract more and more deputies in a bid to inject energy into bilateral exchanges. The third one, Wu noted, is to give play to the functioning of parliament as well as advantages of parliamentary exchanges and approve related documents on bilateral cooperation as soon as possible. Focus should be put on pragmatic cooperation between the two countries in all areas so as to advance China-Brazil strategic partnership.

Rebelo fully agreed to Wu's comments on bilateral ties and his suggestions on parliamentary cooperation. He said Brazil has always attached great importance to bilateral ties and deems China the most important partner of Brazil in Asia. It is an important measure for the two parliaments to sign a Memorandum of Understanding (MOU) to set up a regular exchange mechanism and Brazil's Chamber of Deputies is ready to work with China's NPC to make full use of the regular exchange mechanism and enhance exchanges, cooperation and mutual understanding between both sides so as to upgrade parliamentary cooperation to a new level and promote all-round and in-depth development of bilateral ties.

Rebelo reiterated that Brazil firmly abides by the one-China policy and supports Chinese people's efforts in realizing national reunification. Wu expressed appreciation and thanks for this.

Prior to the talks, Wu and Rebelo signed the Memorandum of Understanding (MOU) to set up a regular exchange mechanism between China's National People's Congress (NPC) and Brazil's Chamber of Deputies. Later, Rebelo hosted a ceremony to present Wu a legislative medal of Brazil's Chamber of Deputies.
