On September 19, 2011, visiting Chinese Vice Premier Hui Liangyu held talks with Jamaican Prime Minister Bruce Golding in Kingston.

Hui first conveyed Premier Wen Jiabao's cordial greetings and good wishes. He said that Jamaica was one of the first Caribbean countries to establish diplomatic relations with China. Since the establishment of diplomatic ties 39 years ago, especially since the two sides upgraded their relationship to a friendly partnership for common development in 2005, bilateral relations have seen rapid development with expanding cooperation areas and fruitful pragmatic cooperation. The Chinese side is delighted with the development of bilateral ties.

Hui put forward a five-point proposal for the further enhancement of bilateral relations: intensifying high-level exchanges to deepen political mutual trust, strengthening economic and trade cooperation for mutual benefit, improving agricultural cooperation by tapping their respective advantages, expanding people-to-people and cultural exchanges for common progress, and promoting communication and coordination in international affairs. He expressed belief that with the joint efforts of both sides the China-Jamaica friendly partnership for common development will continue to reach one new level after another.

Hui stressed that China attaches great importance to relations with the Caribbean countries including Jamaica and is ready to take the success of the third China-Caribbean Economic and Trade Cooperation Forum as an opportunity to implement the outcome of the Forum, deepen mutually beneficial cooperation with relevant countries and push for further development of China-Caribbean friendly cooperative relations.

Golding, for his part, asked Hui to convey his good wishes for Premier Wen. He said Jamaica regards China as the most important partner for development and attaches great importance to relations with China. Bilateral cooperation in various fields has yielded significant results in recent years, he said. China has offered generous assistance to Jamaica in infrastructure, agriculture and education, making great contributions to Jamaica's economic and social development and bringing real benefits to Jamaican people, said Golding. The Jamaican side expressed appreciation for this. Welcoming Chinese investment, Golding said Jamaica hopes to enhance cooperation with China in farm product processing, manufacturing, aviation services, infrastructure and tourism. He also reiterated his country's firm support of the one-China policy.

After the meeting, Hui and Golding witnessed the signing of several cooperation documents including the economic and technological cooperation agreement and the memorandum of understanding on agricultural cooperation and jointly met the press.
