The strategic partnership between the People's Republic of China and the Republic of Peru developed smoothly in 2010 with fruitful practical cooperation in various fields.
There were close political contacts. Vice President Xi Jinping met with First Vice President of Peru Luis Giampietri Rojas who was in China for the World Investment Forum. Peruvian Foreign Minister Jose Antonio Garcia Belaunde visited China, and had in-depth exchange of views with his Chinese counterpart on bilateral relations and international and regional issues of common interest. The 9th political consultation between the two foreign ministries was held in Lima.
Parliaments and political parties of the two countries enjoyed frequent exchanges. Chairman Ma Qizhi of the NPC Ethnic Affairs Committee, Vice Chairman Liu Zhenwu of the NPC Foreign Affairs Committee and Vice Minister Wang Qinfeng of the CPPCC Organization Department visited Peru. Leader of the Peruvian Nationalist Party Ollanta Humala and leader of the 2011 Force Party Keiko Fujimori led delegations to China.
Economic cooperation and trade between the two countries was deepened. On 1 March, the China-Peru Free Trade Agreement officially entered into force. Bilateral trade volume grew rapidly. China became Peru's second largest trading partner, and Peru China's seventh largest trading partner in Latin America. Vice Minister of Commerce Jiang Yaoping, Chairman of the Industrial and Commercial Bank of China Jiang Jianqing and Vice Governor of the Bank of China Chen Siqing visited Peru. Peru's Vice Minister of Energy and Mines Daniel Camac visited China.
The two militaries maintained friendly exchanges. General Chen Bingde, member of the Central Military Commission and Chief of General Staff of the PLA, visited Peru and held a work meeting with General Francisco Contreras, Chief of the Joint Command of the Peruvian Armed Forces. He also observed the "Peace Angel 2010" China-Peru joint humanitarian medical rescue operation.
Exchanges and cooperation in cultural and judicial fields were deepened. Vice Minister of Culture Wang Wenzhang, Editor-in-Chief of the People's Daily Wu Hengquan, and Director General of the Political Department of the Ministry of Justice Yin Jinhua visited Peru. The Confucius Institute at the Ricardo Palma University was inaugurated and put into operation.
