On May 23, 2008, Chinese Vice Foreign Minister Li Jinzhang and Mexican Deputy Foreign Minister Maria de Lourdes Aranda Bezaury co-chaired the plenary session of the preliminary session of the third meeting of the China-Mexico Permanent Bi-national Commission in Diaoyutai State Guesthouse. The session made a comprehensive evaluation of the development of bilateral cooperation on politics, economy and trade, culture and education, science and technology, transportation, agriculture, social development and energy and worked out a plan for the next-phase work.

Following the session, Li and Aranda signed a summary of the preliminary session of the third meeting of the China-Mexico Permanent Bi-national Commission.
