Main functions: to be in charge of negotiations with foreign countries for signing consular treaties, agreements on establishing consulates and other agreements concerning consular affairs; to guide offices in charge of local foreign affairs in handling matters related to foreign consulates in China; to guide Chinese consulates abroad in the work concerning consular and overseas Chinese affairs; to assist other departments in handling major cases involving foreign countries or nationals; to issue passports and visas; and to give notarization and authentication and serve legal documents through diplomatic channels.
