On August 15, 2011, Premier Wen Jiabao held talks respectively with Ethiopian Prime Minister Meles Zenawi and Romanian Prime Minister Emil Boc at the Great Hall of the People. During the talks with Ethiopian Prime Minister Meles, Wen announced that the Chinese government decided to provide an additional 353.2 million yuan (55.28 million U.S. dollars) in emergency food aid to Ethiopia and other drought-hit African countries. China already announced plans to provide 90 million yuan (14 million U.S. dollars) worth of emergency food assistance to countries in the Horn of Africa in late July. Wen said Ethiopia is a sincere friend and important partner of China in Africa. He pledged support to Ethiopia's five-year Growth and Transformation Plan (GTP), saying China will enhance cooperation in electricity, transportation and other infrastructure construction, expand industrial investment and technology transfer, and help Ethiopia to build an efficient agricultural sector and achieve sustainable economic and social development. Wen also urged the international community to "focus on settling the imbalance between the North and South as a starting point and target for coping with global economic imbalance." China will coordinate closely with Ethiopia to push for the Group of 20 to establish a sound environment for Africa's stability and development, he said. Meles said he appreciates China's emergency food aid to Ethiopia and other drought-hit countries which he said demonstrates the firm partnership and sincere friendship between Africa and China. Meles noted China's long-standing economic aid and support to Ethiopia have strongly improved Ethiopia's self-development capacity. Ethiopia is ready to further enhance mutually beneficial cooperation with China in trade, investment and technology and push for greater development of bilateral relations. The two leaders jointly witnessed the signing of relevant bilateral cooperation agreements. During the talks with Romanian Prime Minister Boc, Wen said it is in the fundamental interest of both sides to strengthen China-Romania friendly cooperation in the new situation. China is ready to work with Romania to push for comprehensive, in-depth development of bilateral ties. "The Chinese government is positive about promoting funding, contract and technological cooperation with Romania in infrastructure construction," Wen said. The Chinese government also encourages exchanges between enterprises, two-way flow of information and personnel contacts to push for bilateral industrial development and commodity trade. China and Romania can complement each other in development and utilization of mineral resources, as well as agriculture, forestry, animal husbandry and fishery production and processing, Wen said, inviting Romanian students and youths to study in China. Boc hoped the traditional friendship and sound political ties with China will contribute to bilateral economic cooperation, expressing welcome for Chinese businesses to invest in Romania's large infrastructure projects. Romania is ready to further enhance cooperation with China in economy, trade, tourism and culture and keep closer coordination on international and regional issues in a bid to create a new phase of bilateral ties.
