Assistant Foreign Minister Kong Quan Meets with Senior Experts Group on Finnish Security and Defense Policy

On December 19, 2007, Assistant Foreign Minister Kong Quan met with the senior experts group on security and defense policy of Finland led by the State Under-secretary of Finnish Prime Minister's Office in the tower of the foreign ministry. Finnish ambassador to China Antti Kuosmanen was also present at the meeting.
Kong spoke highly of China-Finland relations. He said that Finland is one of the earliest western countries establishing diplomatic ties with the People's Republic of China. The mutual understanding and cooperation between the two countries are being deepened. Talking about the current international situation, Kong noted that the international situation is characterized by advancing multi-polarization and increasing challenges caused by globalization. The impact of regional conflicts and non-traditional security threats on the world shall never be neglected. China is willing to make joint efforts with the international community on the basis of mutual trust, mutual benefit, equality and collaboration to cope with those problems. The Finnish State Under-secretary agreed with Kong on his view of bilateral relations. He said that Finland believes the trend of globalization is irreversible and presents more opportunities than challenges. The entire international community should make joint efforts towards multi-polarization. Kong, at request, also introduced China's diplomatic policy and new concept of security and exchanged opinions with the group on China-Russia and China-Europe relations. The group is composed of senior officials from the Prime Minister's Office, the foreign ministry and the defense ministry of Finland. The purpose of its visit is to understand China's opinions on the current international situation and the relations between big powers so as to prepare for the launch of the security and defense policy whitepaper of the Finnish government next year.
