Li Zhaoxing Meets with UN Secretary General Kofi Annan and the Foreign Ministers of the United Kingdom, France, Israel and Other Countries

On the afternoon of September 19, 2005, Chinese Foreign Minister Li Zhaoxing met in the headquarters of the United Nations in New York with UN Secretary General Kofi Annan, British Foreign Secretary Jack Straw, French Foreign Minister Philippe Douste-Blazy and Israeli Vice Prime Minister and Foreign Minister Silvan Shalom respectively, and conducted the 15th political dialogue with the Foreign Ministers of the Countries of Rio Group. The various parties made positive remarks on the achievements of the Fourth Round of Six-Party Talks and the constructive role China has played in the process.

When meeting with Annan, Li said the Outcome Document adopted at the UN summit reflects the consensus of member states to strengthen the UN's role through reforms, and defines the direction of the organization's future development. Member states should translate the Outcome Document into actions as soon as possible with focus on the implementation of the commitments. The reform of the Security Council should prioritize the expansion of representation of developing countries and the enhancement of the authority and efficiency of the United Nations. China will continue to support the work of the United Nations, and would like to work closely with the United Nations and its member states to implement the Outcome Document.

Describing the UN summit as very successful, Annan said the Outcome Document is the basis for the coming UN reforms and many aspects should be further discussed during the process of implementation. The various parties should make continued efforts. The reform of the Security Council should keep on. China has played a leading role in enhancing international support for developing countries, which is of great significance.

When meeting with Straw, Li said the leaders of China and the United Kingdom as well as China and the European Union have reached important consensuses recently on developing China-UK and China-EU relations, deepening cooperation in various areas and enhancing coordination and support in international and regional issues in the new situation. We would like to actively carry out these consensuses and further China-UK and China-EU relations.

Straw said Prime Minister Tony Blair's visit to China and the 8th EU-China Summit not long ago both rounded up with great success. The United Kingdom would like to make efforts to push forward UK-China and EU-China relations.

When meeting with Blazy, Li said China-France comprehensive strategic partnership is witnessing in-depth development. We would like to work with France to deepen economic and trade cooperation as well as cultural and youth exchanges, enhance communication and coordination on key international and regional issues so as to promote continuous development of bilateral relations.

Blazy said France is satisfied with the continuous development of bilateral relations and would like to enhance cooperation with China in a wide range of areas.

When meeting with Shalom, Li indicated China-Israel relations and bilateral economic and trade cooperation are both moving toward a positive direction. China would like to work with Israel to continuously expand cooperation areas and promote the in-depth development of bilateral relations.

Shalom said Israel-China relations are developing smoothly with increasing exchanges and cooperation. Israel attaches importance to the key role of China in international affairs and would like make utmost efforts to enhance the sound cooperative relations between the two countries.

When conducting dialogue with Foreign Ministers of the countries of Rio Group, both sides made positive remarks on the important role of the dialogue mechanism between the Foreign Ministers of China and the Countries of the Rio Group in promoting the smooth development and enhancing bilateral political mutual trust since its establishment 15 years ago, agreeing to work closely with a long-term perspective and expand cooperation scope so as to contribute to the implementation of the achievements of the UN summit and the realization of the Millennium Development Goals.

On the same day, Li also attended the meeting between the Foreign Ministers of the 5 permanent members of the UN Security Council and Secretary General Kofi Annan. The various parties exchanged views on UN reforms, peacekeeping operations in Africa, the Iraqi issue and Afghan question.
