1.  Political Relations:

China and Libya established diplomatic relations in Aug. 1978. Since then, the cooperation of the two countries in various fields has developed continuously. They support each other in international affairs and share a common understanding on Human Rights and  other major questions. Libya sticks to One China policy on the question of Taiwan.

2.  Economic and Trade Relations:

The two countries signed the first trade agreement and the agreement of cooperation on economy, science and technology in Aug.1978, which came to force in Oct.1982. Also in Oct.1982, the two countries signed the Agreement on Establishment of Sino-Libyan Joint Committee on Economic, Trade, Scientific and Technological Cooperation, and Sino-Libyan Mutual Cooperation Program .

Bilateral Trade Volume : The trade volume of the two countries in 2000 was US$ 77.37 million. Chinese export was $ 52.309 million and Chinese import was $ 25.061 million.

Economic and Technological Cooperation

The mutually beneficial business cooperation between China and Libya started in 1981.  Chinese companies  entered Libya successively to make contracts in labour service market in construction sites and infrastructure projects.  

3. Cooperation in Public Health, Culture and Science Technology:

In 1982, China and Libya signed an ?Agreement Concerning the Sending of Medical Teams by China to Libya?. The Chinese Medical Teams went to work in Libya from 1983 to 1994. In 1985, the two countries signed an agreement on cultural cooperation. In 1990, a Note on scientific and technological cooperation was signed. In 2001, a programme on implementation of cultural and information cooperation from 2001 to 2004 was signed.

                          The Lockerbie Question

In Nov. 1991,the Uniterd States, Britain and France accused Libyan information personnel of plotting the explosion of two aircrafts of Pan-American airlines and French United Airlines. In Jan. 1992 and Nov. 1993, the three countries had the UN Security Council adopt Resolutions 73, 748 and 883 sucessively. The Resolution called for the handing over of aircraft explosion suspects to the United States and Britain for trial, called on Libya to give up terrorism and applied air, military and diplomatic sanctions against Libya. They also decided to freeze the overseas assets of the Libyan government and enterprises, Prohibit the export of oil refinery installations to Libya, immediately close down Libyan civil aviation offices in various countries and ban the supply of aircraft parts to and any business dealings with Libya. Among other things, the Resolutions also dicided to review the question of sanctions against Libya every 120 days. Since Aug. 1992, the UN Security Council, in every review of the Libya Question, has maintained sanctions against Libya.
