A Joint Cooperation Agreement Between the Saudi Press Agency and the Chinese Xinhua News Agency
On the Basis of the Friendly Relations Which Link the Kingdom of Saudi Arabia and the People?s Republic of China and Within the Framework of the Importance of Enhancing these Relations and Broadening the Scope of Information Cooperation Between the two Countries, the Saudi Press Agency Here-in-after Referred to as ?SPA? and Xinhua News Agency Here-in-after Referred to as ?Xinhua?, have Agreed on the following articles:
The two news agencies will exchange their Arabic and English news service free of any Charges. The news service provided by each Party is meant for the use of the other party only and should not be sold or given to a third Party.
Each news Agency will commit, in case of using the other?s Stories to specify their sources and Preserve their Contents without any Distortion.
Exchange of news mentioned in the ARTICLE 1, will take place through satellites or through wire and wireless telecommunications (telegraph) or through any other suitable means for dispatch of news to the other Party.
Each agency will pay the cost of the dispatch of its news service to the other agency.
The two sides will give priority to the news provided by each of them for the coverage of events which happen in Saudi Arabia and China over the reports carried by other news agencies and other media organs.
In case of official visits and major events between Saudi Arabia and China, the two news Agencies will exchange the photographs free of any Charges.
Each side will be obliged to extend each other?s press missions, possible and needed facilities and assistances so as to enable them to perform their duties in the best possible manner.
The two sides have agreed to exchange expertise and training courses in the press and technical spheres in ling with a programme to be approved mutually.
The officials of the two news agencies will exchange visits and messages to review the appropriate means for the development of cooperation and lay down detailed programmes for the implementation of the contents of the sixth article and other aspects of cooperation.
Each news agency will meet the request of the other news agency as regard to preparation of special reports, analyses, photographed reportages or photographs.
The agency, which will ask for such a service, will pay the cost of the service in line with a pre-arranged agreement and on the principle of reciprocity.
Each news agency will provide the correspondent of the other news agency working in its country, with the required assistance and facility in a manner that enables him to perform his duty.
This agreement is valid for a period of two years, effective from the date of its signing, and it will be automatically renewed for the same period for the consecutive period, unless one side in-written notifies the other with its unwillingness on the renewal of the agreement or with its desire to amend its articles at least three months prior to the expiry date of the agreement.
Any dispute between the two sides that may arise from the implementation of the agreement will be amicable resolved through friendly negotiations.
This agreement it written in Arabic, Chinese and English and all three texts have the same power. Each side will receive a copy of the agreement in the three specified languages.
