Wen Jiabao Meets with Turkish Prime Minister's Special Representative and State Minister Caglayan

On August 31, 2009, Chinese Premier Wen Jiabao met with visiting Turkish Prime Minister's Special Representative and State Minister Zafer Caglayan in Ziguangge, Zhongnanhai. Caglayan first conveyed the oral message from Turkish Prime Minister Recep Tayyip Erdogan to Chinese Premier Wen Jiabao. Erdogan said in the message that the Turkish government firmly adheres to the one-China policy and acknowledges that the Government of the People's Republic of China is the sole legal representative of the whole Chinese people. Turkey will not allow anyone to engage in activities that sabotage China's sovereignty and territorial integrity on the Turkish territory. Erdogan said he believed Xinjiang would definitely return to a state of stability, harmony and prosperity. Turkey is ready to enhance high-level exchanges with China, expand bilateral trade and cooperate closely with China on international affairs in forums such as the United Nations based on mutual respect for sovereignty and territorial integrity, mutual non-interference in each other's internal affairs, equality and mutual benefit, so as to lift bilateral ties to a long-term strategic partnership. Premier Wen said both countries should understand and support each other on major issues concerning their respective core interests and join hands to deal with severe challenges. Mutual respect of sovereignty and territorial integrity, and non-interference in internal affairs were important criteria for international relations and the political basis for friendly cooperation between China and Turkey, Wen said. As developing and multi-ethnic countries, both China and Turkey were faced with the threats posed by the forces of ethnic separatism, religious extremism and violent terrorism. The two countries should understand and support each other on major issues concerning each other's core interests and join hands to cope with the grave challenges, as it is conducive to stability and unity of their respective countries, as well as peace and development of the region and the world at large. "China values its relationship with Turkey from a strategic height, cherishes the friendship between the two peoples, and is willing to make joint efforts with Turkey to fight resolutely the three forces," said Wen. China is also ready to enhance mutual political trust and mutually beneficial cooperation, increase cultural exchanges and better safeguard and develop the common interests of both sides. Wen introduced the truth of July 5 incident in Urumqi, emphasizing that the Chinese government had the capability to maintain stability and normal social order and would take more effective measures to support economic development and social progress in Xinjiang. The Chinese government would endeavor to build a better Xinjiang through concerted and strenuous efforts of local people of various ethnic groups. Turkey understood the measures the Chinese government took to calm the riot on July 5 in Urumqi, said Caglayan. The Turkish side thanked the Chinese side for inviting Turkish journalists and the Turkish ambassador to visit Xinjiang. Caglayan said Turkey and China, which shared the same concerns and interests, did not want to see any harm done to bilateral ties. China was an important trade partner of Turkey, and Turkey would enhance cooperation with China in areas such as trade, investment, infrastructure construction and shipbuilding in a bid to jointly cope with the challenges posed by the global financial crisis, said Caglayan.
