On Sept. 27, 2013, President Xi Jinping held talks at the Great Hall of the People with President Hamid Karzai of Afghanistan. The two heads of state exchanged in-depth views on bilateral relations, the Afghan situation as well as international and regional issues of mutual interest and reached important consensus on deepening China-Afghanistan strategic cooperative partnership.
Xi Jinping expressed that China and Afghanistan are traditionally friendly neighbours. The two countries established strategic cooperative partnership last year. China-Afghanistan relations have entered a new stage. The international and regional situations are undergoing profound and complex changes. China firmly adheres to the policy of friendship towards Afghanistan and is ready to deepen strategic cooperative partnership with the Afghan side, to benefit both peoples and to contribute to promoting peace, stability and development of Afghanistan and the region.
Xi Jinping raised the following proposals on developing China-Afghanistan relations: First, to maintain high-level exchanges as well as contacts between the governments, legislative bodies and political parties, to strengthen strategic communication on major issues, to enhance political mutual trust. Second, to boost cooperation in the fields of economy, trade, project contracting, resources and energy development, infrastructure construction. China supports competent Chinese companies to invest in Afghanistan and will continue to offer help within its ability for peace and reconstruction as well as economic and social development in Afghanistan. Third, to strengthen security cooperation, to join hands combating the "three evil forces", drug trafficking and transnational crime. Hope the Afghan side will take effective measures to create a safe environment for bilateral cooperation. Fourth, to expand people-to-people and cultural exchanges. China is ready to continue to train all kinds of talented people for Afghanistan. Fifth, to enhance communication and coordination within the UN and other frameworks, to support the SCO for playing a greater role on the Afghanistan issue.
Xi Jinping stressed that the year 2014 is a critical one for Afghanistan to achieve transition. China supports the Afghan side for safeguarding state independence, sovereignty and territorial integrity, respects the development path chosen by the Afghan people in accordance with their own national conditions, supports Afghanistan for achieving smooth transition and for improving and developing relations with other countries in the region. Hope the presidential election in Afghanistan will be held smoothly and the "Afghan-led, Afghan-owned" reconciliation process will make substantive progress at an early date. Parties concerned should earnestly fulfill the commitment to peace and reconstruction in Afghanistan, respect and accommodate reasonable concerns of countries in the region on relevant issues. China has decided to host the fourth foreign ministers' meeting on the Istanbul Process of the Afghanistan issue next year.
Karzai expressed that China is a friendly, reliable neighbour and friend of Afghanistan. The Afghan side is grateful for China's understanding, respect and support, as well as the important role on the Afghanistan issue. In recent years, the peace and reconstruction in Afghanistan have made some progress, but the fight against terrorist extremist forces as well as economic and social development still have a long way to go. The presence of relevant countries in Afghanistan should be helpful for regional stability and peace, and should not harm the interest of the countries in the region. The Afghan side hopes that China will continue to play a constructive role for Afghanistan to achieve peace, security, stability as well as to improve relations with neighbouring countries. Afghanistan is ready to strengthen economic, trade, people-to-people and cultural cooperation with China. The Chinese side is welcomed to join in energy resources development in Afghanistan and to help the Afghan side to enhance capacity building in all fields, so as to develop the economy and to improve peoples' livelihood. Afghanistan firmly supports and cooperates with China in combating terrorist forces to safeguard common security.
Following the talks, the two heads of state witnessed the signing of the extradition treaty between the two governments, the economic and technological cooperation agreement and other cooperation documents.
Both sides issued the China-Afghanistan Joint Statement on Deepening Strategic Cooperative Partnership.
Prior to the talks, Xi Jinping held a welcome ceremony for Karzai at the Square outside the East Gate of the Great Hall of the People. Zhang Ping, Vice Chairman of the Standing Committee of the National People's Congress (NPC), State Councilor Yang Jiechi, Wang Zhengwei, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and others were present.
